Devil Fruits have always been an essential part of the One Piece world. Fans were introduced to one in the very first chapter of the story, when Luffy went ahead and ate the Gomu Gomu no Mi. While Luffy was the first person shown in the manga to eat a Devil Fruit, he most certainly wasn't the first person to hold a Devil Fruit ability. Devil Fruits have existed long before Luffy was born, and will continue to exist after him too.

In the Egghead arc, Vegapunk stated that Devil Fruits were created from the desires of humanity long ago, and those who hold their powers exist in a different space with abilities dreamed up by those who came before them. In other words, Devil Fruits came into existence hundreds of years ago. Coupling that with the Harley’s statements, it is evident that the first Devil Fruit cake came into existence during the Void Century of the world of One Piece, and the identity of this Devil Fruit is the Hito Hito no Mi, Model: Nika.

Fans might be surprised to know that the Gomu Gomu no Mi, or the Hito Hito no Mi, Model: Nika was the first Devil Fruit to exist in the One Piece world. Oda has heavily implied that this to have been the case, but fans need to look a bit deeper to understand why that was the case.

The very first thing that fans need to keep in mind is that Devil Fruits came into existence during the Void Century. The Harley states clearly that the Forest God wove their magic in this era, and that they sent forth the demons. Clearly, the idea is that Devil Fruits were created during this time.
But, why would that mean Gomu Gomu no Mi was the first Devil Fruit in existence? The answer to that question is simple. The world of One Piece has been destroyed twice before. After the events of the First World, Sun God Nika fought the Earth God and the Serpent of Hellfire, which caused chaos and destruction. Life was reborn several hundred or even thousands of years later, and when that happened, humans found power in the form of Mother Flame again. Naturally, once again, slavery was rampant in this era and technological advancements led to the creation of Devil Fruits.

The reason why the Nika Devil Fruit was the first one to exist is because the world was in turmoil. Devil Fruits are a result of the desires of humanity, and in an era where slavery ran rampant, the only desire of most of the people of the world would've been freedom. In other words, the desire of the people of the world would've led to a savior to being born, and that ended up being Joy Boy.

As fans know already, Luffy is special in this regard, as he's the one who wields the power of the Hito Hito no Mi, Model: Nika. In other words, Luffy has the ability of the very first Devil Fruit to ever exist, and also the most special one. He certainly doesn't have the strongest Devil Fruit at his disposal, but that matters little. The Drums of Liberation are all he needs to liberate the oppressed.
