Vivi was reintroduced in the story around the time of the Reverie. Fans saw ships from various countries head to Marijoa, among which was the Arabasta ship as well. Vivi then went to the Holy Land, where quite a lot of things transpired. Above all, Vivi's dad, King Cobra, was assassinated by none other than the one sitting at the top of the world, Imu.

Thankfully, Vivi successfully made it out of Marijoa, and all this was down to Wapol and Big News Morgans. Initially, the World Government had planned to capture Vivi. The CP-0 was already on it and had gotten their hands on her. Thanks to Wapol, however, she successfully managed to escape and right now, she is with the World Economic Journal, also known as WEJ. Vivi's current location is unknown to the world.
Even the likes of Imu, or the Elders, who know just about everything, don't know where she truly is. The Strawhat Pirates found out about her disappearance through newspapers, and even they are currently unaware of where Vivi is. They wanted to rescue her but couldn't because of a lack of precise information on her whereabouts. Zoro suggested that Vivi be allowed to carry out her own adventures and that she would send for help when needed. Now, however, it appears that Vivi has finally communicated with the Straw Hat Pirates through a secret message, which was finally revealed in One Piece chapter 1130. A lot of exciting events are finally being revealed to the fans, and things are only going to get more intriguing from here onwards.
How Oda Dropped A Massive Vivi Hint In One Piece 1130
Vivi Marked The Newspaper With An X
In One Piece chapter 1130, when a newspaper finally arrived in Elbaf, fans saw the events of Egghead being reported. Many intriguing events were covered in this news. For one, the return of the Giant Warrior Pirates was announced. Dorry and Brogy, the co-captains of the Giant Warrior Pirates, were awarded new bounties of 1.8 billion berries each. At the same time, a picture of Luffy, who had taken to Gear 5, was seen clearly in this picture. While seeing Luffy fighting in Gear 5 against powerful enemies of the Navy wasn't much of a surprise, what really did surprise the fans was his arm being marked with X. For fans of One Piece who have stuck with the series for a long, or, at the very least, have watched the story with above average level of focus, this X is unmistakable.

Towards the end of the Arabasta Saga, fans saw the Straw Hats promise to Vivi that they will always stay friends, and at the same time, that if Vivi ever sees them again, they would still call her a crewmate. This was signified by an X on their arms, which Vivi carried on her arm as well, as Karoo.
One Piece: Oda Just Revealed Two Legendary Bounties From Elbaf
Oda just dropped the updated bounties of two legendary pirates. These two characters are more than worthy of such high bounties.
This X on Luffy's arm was a message from Vivi to the Strawhat Pirates that she is currently safe and that she is still thinking of the Strawhat Pirates. This is incredibly important, because Vivi is not currently involved in the Elbaf Arc directly. However, this major reveal by Oda essentially signifies that Vivi might be involved in this arc later down the line in some major way.
In One Piece chapter 1130, Robin and Franky could not make sense of Luffy's tattoo. This is because neither of them had joined the crew at this point in the story. However, any other member of the crew, specifically those whom Oda separated from the remaining half of the Straw Hat Pirates, would immediately recognize the meaning of that X mark on Luffy's arm and put two and two together. They will realize that this is Vivi's message, and from that point on, they will do everything possible to ensure that Vivi returns to the crew. As to how the Straw Hat Pirates will get Vivi back, fans can't say for sure.

The chances of Vivi rejoining with the Strawhat Pirates are absolutely massive. Luffy wanted to set out to the sea to rescue Vivi. Zoro suggested that they can't go picking a fight with the World Government as it is too dangerous and simply asked Luffy to trust Vivi. Now, Vivi has repaid that trust and signaled to the Strawhats that she is fine. But, the Straw Hats still cannot go rescue Vivi, because they don't know exactly where she is. That said, smart individuals can potentially put two and two together and think of this as a sign from the World Economic Journal, which publishes the news. Those who know that Morgans is behind it will likely figure out that Vivi is with Morgans due to the publication sending out this clue to every corner of the world.
Naturally, Luffy cannot leave Elbaf immediately, which means it is possible for Vivi and the people of the WEJ to come to him. If that truly is the case, then, fans might actually get to see Vivi reunite with Luffy, and officially join the Straw Hat Pirates for the Final Saga as the 10th member of the crew. Fans would absolutely love this change, and the crew would be whole as well. Given that Vivi has additional importance attached to her, as has been made clear in the Final Saga, her joining the Straw Hat Pirates would be absolutely massive and would make a confrontation between the Government and the Straw Hat Pirates closer than ever before.
It is safe to say that Vivi's reunion with the Straw Hats is about to happen, and will likely take place at some point in the Elbaf Arc, which makes even more sense when considering the fact that Vivi was with the Straw Hats when the crew was introduced to the Giants in Little Garden and Elbaf was first brought up.
