The God Valley segment of One Piece keeps giving the fans some absolutely massive reveals, and it seems Oda might just have revealed the biggest of them all in One Piece chapter 1164. As fans know very well, One Piece is currently focusing on the story of Rocks D. Xebec and how he eventually met his doom in God Valley, 38 years ago. Amidst all the God Valley drama, Oda also revealed the existence of a Davy Clan in One Piece, as well as confirmed the existence of a certain legendary individual, likely from the Void Century, named Davy D. Jones.

Now, Oda has all but confirmed that, and on top of all, he's also revealed to the fans that Davy D. Jones was more than just a pirate that existed in the past. In fact, according to Rocks D. Xebec, Davy Jones was actually the man whom they called King before Imu. In other words, before Imu controlled the world, Davy Jones was the one who sat atop the world, which now explains why Rocks D. Xebec wanted to be King of the World, and why Blackbeard also aims to attain the world itself.

Rocks revealed in the previous chapter that he intends to keep the promise that Davy Jones made to Imu, and connecting the dots, it's quite easy to tell what he meant.

Long ago, likely during the Void Century, Davy Jones was most likely the King of the World but was eventually beaten and usurped by Imu and the 20 Kings. Davy Jones was cursed and either banished to sail the seafloor for eternity, as the legends state, or simply killed. His Will still lives on, however, and Davy Jones promised Imu that he would come back and claim his rightful place.
This is precisely why Rocks met Imu in the Flower Room of Pangaea Castle in Marijoa and promised to return there, and why Rocks even wanted to be the King of the World in the first place. At the same time, this is also exactly why Blackbeard also wants to claim the World itself and fulfill the Will of Davy.

Emeth's Apology Confirms Joy Boy Was Not King
Most fans might be wondering whether Joy Boy was King during the Void Century. The answer to that question is no. In One Piece's Egghead arc, it was openly revealed by Emeth that Joy Boy wasn't King. To be more precise, Emeth apologized to Joy Boy for not being able to make him King, which means that even though he wanted it, he couldn't achieve it in the end.
Joy Boy's will lives on and Luffy carries it in the modern day. Whether Luffy will go on to become the King or not remains to be seen, but generally speaking, it doesn't fit his style. Luffy wants to be free and after liberating the world, he will likely not care enough to rule.
