Oda: Hmm, in a romantic sense? I don't think there will be any romance among that crew. Nami probably sees all the good aspects/qualities of those guys, but One Piece isn't a romance. Maybe a lot of girl readers ask this kind of question. Boys are not interested at all. One Piece is basically a shonen manga, manga for boys, so romance isn't depicted.
This is only one part of the whole truth that Oda stated about romance among the crew members. When One Piece Live Action began, Steve Maeda himself confirmed that Oda's only main condition for the team was to avoid any romance between the Straw Hats. In his words, romance among the Straw Hats was “forbidden.”

If Oda absolutely wants Luffy to end up with someone, it'll likely be Hancock. After all, these two have had a one-sided romance build up already, and in the end, if Luffy ever wants to get together with someone, it'll probably be her. This is also because Hancock won't restrict Luffy's freedom, just as Gloriosa got together with someone on the high seas and then returned to Amazon Lily with her illness cured.
