The setup for the Luffy rescue arc is simple. In the Dressrosa arc of One Piece, Oda had Luffy's very own Vivre Card made by Sabo. This is a very important detail that many fans tend to forget. A Vivre Card is also known as the Paper of Life. In other words, it detects the life force of someone. Those who have Luffy's Vivre Card, that is, the Straw Hat Grand Fleet, Bellamy, Sabo, and the Straw Hats, will officially be able to see Luffy's life force burning when the Vivre Card is used. It would also point them in Luffy's direction. The fact is that this Vivre Card will be absolutely useless if nothing ever happens to Luffy. Oda is known for foreshadowing and this is something that he foreshadowed a long time ago.
