When it comes to the Identity of Shiki's Rival, fans know very well that it was none other than Silver Axe. This was explicitly stated within the manga. It was quite clear to see that Silver Axe is a huge guy who could even match Shiki, the Golden Lion. For years, these two shared a rivalry, otherwise, Oda wouldn't go out of his way to establish yet another legend surrounding Shiki in the flashback.

Both Shiki And Silver Axe Are Weaker Than Roger
While Shiki and Silver Axe are in the same tier as Roger, it cannot be clearer that he's stronger than both of them. Roger’s only true equals are Whitebeard and Garp. All the others ended up being inferior, and that includes both Shiki and Silver Axe. Still, for what it's worth, Silver Axe is a Yonko-tier pirate, indirectly comparable to even the Pirate King, which is truly very cool.
