Of course, the likes of the Yonko, including Luffy, have already made their move, but even among those who stand at the top, there are those who are on a different level entirely. In fact, Oda had, so far, revealed 5 One Piece characters who are on a different tier and on a level of strength that makes them worthy of being called the King of all Kings.
Pirate King Level Was Defined By Gol D. Roger

When it comes to those on the Pirate King Level, of course, the man who attained this title for himself, Gol D. Roger, stands in front of all. Roger was an absolute monster, known to be the strongest of his era. Despite not having a Devil Fruit, Roger conquered the era and his strength was such that Kaido even considered his Haki to be on a whole different level when compared to the rest. Kaido even placed Roger in a different tier of strength.

Only A Handful Can Be Considered On Roger's Level
While Roger defines Pirate King Level in One Piece, there are others who have attained this level of strength, or are, at the very least, comparable. This includes some of the very strongest pirates in the One Piece world, such as the legendary Rocks.
Rocks D. Xebec Was Roger's Greatest Adversary
It is said that Rocks D. Xebec was Roger's greatest adversary. Roger is implied to have fought Rocks on many occasions, but he only managed to take him down with the help of Garp. It is unclear how strong Roger was during this time, but at the very least, in their primes, these two should be close in power, possibly equal.

Whitebeard Was Equal To Roger
Before the Great Pirate Era, Whitebeard was clearly stated to have fought Roger on multiple occasions. It was said that he was truly a match for Roger, meaning their level of strength was similar. Roger had the stronger Haki, but Whitebeard had the Gura Gura no Mi. His Overall power was absolutely monstrous and he could've become the Pirate King if he wanted.

Shanks Is Roger's Apprentice
Shanks is the Pirate King of the current era in One Piece, in an unofficial way. He doesn't seem the One Piece but seems to have ulterior goals. But, in terms of strength, Shanks is considered by even Kaido to be in the same tier as Roger. His talent surpasses that of most characters in One Piece. Everyone in the Roger Pirates believed Shanks would be the next Pirate King, and this also includes Buggy, his sworn brother.
Joy Boy Was The Strongest Pirate
Finally, there is Joy Boy. In a way, Joy Boy can be considered to be the first Pirate King. He was the second Nika and certainly a monster whom Imu fears even to this day. His strength might just be greater than even Roger and Rocks, which is what makes him truly special, and he would certainly be worthy of being called Pirate King Level.
