Shamrock Figarland was considered by many to be the main villain of the arc, but as soon as he departed, it became clear that Oda had plans for something even bigger. Since the Five Elders had made an appearance in the Egghead arc already, Oda most certainly wouldn't use them as the main antagonists in this arc. This is where the room for Imu coming to Elbaf opened up, and it was also predicted successfully by us a month before it actually happened.

Immediately after Gunko got access to her memories, Imu took over and then started wreaking havoc in the country.
