Rocks first appeared fully in One Piece Chapter 1154, and Chapter 1155 only went on to expand upon the character of Rocks even further. Slowly, the story is building up towards the inevitable, which fans know very well already, and that is the God Valley Incident. This God Valley Incident was first mentioned in One Piece chapter 957, and it will, inevitably, go on to be revealed fully in the Loki flashback, it seems. Fans will finally see what happened to Rocks D. Xebec, although Oda might actually have already revealed the answer long ago.

Later on, Rocks conversed with Imu, attempting to use the five kidnapped Kings as hostages to extort Imu. The World Government itself claimed full credit for beating Rocks, and this is what made Garp the Hero of the Marines.

The biggest clue lies in the saber in Imu's room. Fans know very well that Imu had a saber in their room that they used to stab bounty posters, specifically of Blackbeard. This sword looks very similar to the one that Rocks wielded.
