Luffy may be a pirate, but at the end of the day, he's someone that the fans root for, no matter what. That said, Oda himself considers making Luffy into a big villain, and while this might sound surprising to the fans, it actually makes perfect sense.

Given that Shanks himself was a pirate, Luffy wanted to be one too.

Shanks and Luffy made a promise, where the former asked Luffy to return his Straw Hat to him once he becomes a Great Pirate. Luffy also promises to Shanks that he will go on to surpass him and make a crew that surpasses the Red Hair Pirates. To this day, this promise has not been fulfilled, but it is hard to deny that Luffy is working towards it with great intensity.

As Nika, Luffy is the Warrior of Liberation, and he frees the slaves a brings a smile to the faces of the people. Luffy will always stand against oppression, and that's his nature as the third coming of Nika.
