All the strongest characters in the One Piece world have access to strong Haki, and fans know very well that Shanks ranks among the very best. That said, Oda has already revealed the strongest Haki user in the world of One Piece, and much to the surprise of the fans, it isn't the red-haired Yonko.

Shanks is an absolute monster and fans know that very well. It is quite evident from the fact that he is one of the Four Emperors of the Sea. According to Oda, Shanks has always been incredibly talented. When he was younger than 15, Shanks was the only one on the Roger Pirates who could copy Roger's Kamusari, a technique that sees the usage of Conqueror's Haki. He learned it without any training from Roger, all by observing him. Oda himself praises Shanks as a massive genius.

Since then, he's trained his Haki considerably, and fans know very well how dangerous he is. Even characters like Akainu and Green Bull fear Shanks, and Kaido, the strongest creature, considers Shanks to be a pirate in the same tier as Roger.

Given that Shanks's only weapon is Haki, it goes without saying that his mastery of it must be next level. Shanks is an absolute monster of Haki, and in the current world, possibly the strongest user of this power. But, that doesn't make him the strongest of all time.

In the Egghead Arc, Oda gave the fans a glimpse of Joy Boy's Haki. When Emeth undid the knot tied by Joy Boy, his 800-year-old Haki sprang forth, and did devastating damage. Joy Boy was able to split the skies by himself, a feat never seen before. He was also able to knock out Vice Admirals, which is also something exclusive to him in canon One Piece, although Shanks also accomplished it in Film Red.
