One Piece: Rocks D. Xebec's Bounty Was Huge, But Oda Has Revealed A Bigger Bounty Already

At the same time, Oda is using this flashback to give the fans a look at the legends who sailed the world of One Piece long ago, and the most recent one is quite possibly a monster even above the average Yonko level.

Rocks D. Xebec is one of the most powerful pirates in the world of One Piece, and this doesn't come as a surprise to any fan. He was first mentioned by Garp during the Reverie in the same chapter where the King of the World was teased via the Empty Throne to the fans. As fans know, Rocks wanted to be the King of the World.

Later on, in One Piece chapter 957, Rocks D. Xebec was officially revealed to the fans, and it was said that he was Roger's greatest adversary and a man so strong that even Roger couldn't beat him on his own. As such, a team-up between Roger and Garp was absolutely needed to see an end to this man on the day of the God Valley Incident.
Clearly, Rocks's strength was always built up to be absolutely incredible. In One Piece chapter 1154, it was revealed that Rocks visited the Reverie around 56 years ago and killed a Navy Admiral there. He then fled the scene, and this earned him a bounty in the billions. Clearly, Rocks was already Yonko level at this point, but he wasn't even in his peak here.
Rocks Was Pirate King Level

Rocks D. Xebec killing an Admiral and escaping with rather ease easily implies that he was already far stronger than them. It also shows that Rocks was already Yonko level. But, this was before the Age of Rocks began. In other words, the Rocks Pirates hadn't been formed and Rocks himself clearly wasn't at his strongest either. Rocks D. Xebec got only stronger, and he reached a level similar but the Pirate King, if not even stronger. Rocks might be the only pirate close to Joy Boy to have existed in recent times.

Fans will most definitely continue to see more of Rocks in the upcoming One Piece chapters. After all, Loki grew to idolize him, while he had big connections with Harald as well. Clearly, Rocks will be central to this flashback, especially the next few chapters, and fans absolutely cannot wait to see what comes next. Hopefully, Oda will do the unthinkable and give the fans a small glimpse of Rocks's true power.
