Devil Fruits have been a core part of One Piece right since the first chapter, and now, almost 3 decades later, they continue to grow in terms of power and diversity. Luffy, you just ate a Devil Fruit! You won't be able to swim again! — Shanks
In the Egghead arc, Oda revealed to the fans that Devil Fruits are born from the desires of people. All the Devil Fruits that exist in the One Piece world are a result of someone's dreams who existed before. Without desire, Devil Fruits wouldn't exist, which means that whenever Devil Fruits were created, someone learned to turn desire into ability.
As for the source of Devil Fruits, fans still don't know where they come from, but Oda did drop a major hint about them in his One Piece Prototype, called Romance Dawn. In it, Oda clearly states that there exists a Tree of the Devil that bears fruit once in a long time. The fruit that Luffy eats is the very same fruit of the Devil Tree and that's what gives him his powers.

The Devil Fruit Tree Could Be In Marijoa
Clearly, the Forest God could've created a Devil Fruit tree with their powers, and the tree bore Devil Fruits. But, more importantly, fans should also keep in mind that the Devil Fruit Tree itself might have its location revealed already. It could very well be in the center of the whole world, or in other words, in Marijoa. The Devil Fruit Tree might even be the National Treasure of Marijoa, which Oda revealed in Dressrosa for the first time. It is only a matter of time before Oda throws more light on the subject of the Devil Fruit tree.
