One Piece is among the few shonen titles where female characters are strong enough to fight against their male counterparts. Eiichiro Oda has taken great care to ensure that both sides are given solid representation.

Big Mom was famous during the era of Davy D. Xebec. In fact, she traveled with him and even participated in the God Valley Incident. After the crew disbanded, Big Mom formed her own crew and set out to conquer the world. She knew that it wouldn't happen without power.
Big Mom possessed the Soru Soru no Mi, a Paramecia-type Devil Fruit that allowed her to manipulate souls. She could take souls from her opponents and then turn them into homies. Big Mom even took part of her soul to create much stronger homies like Zeus, Hera, Napoleon, and Prometheus. She could also use its power to steal the lifespan of others. If she took too many years, the person could die on the spot.
As a Yonko, it's hardly surprising that Big Mom also had extremely powerful Haki. Her Conqueror's Haki burst could easily knock out thousands of people. Big Mom's control over Armament and Observation Haki was also outstanding. The combination of all these abilities made her the strongest female character, but now that title is going to change hands.
The biggest threat to Big Mom's title is certainly Shirahoshi, who debuted in the Fish-man Island arc. It has been confirmed that Shirahoshi is Poseidon, one of the Ancient Weapons with the power to control Sea Kings. During the arc, Shirahoshi struggled to understand her abilities. But eventually, she managed to use this power to control the Sea Kings.
Considering the size of a Sea King, it is safe to say that even one of them can destroy a massive naval vessel with ease. Since Shirahoshi can control so many of them, the level of destruction that she can cause is insane. With such an overpowered ability at her disposal, Shirahoshi is not only the strongest female character in One Piece, but also the most powerful person in general. The only thing stopping her from achieving the status is her lack of control over the ability. Shirahoshi still hasn't fully mastered her power, so she can't use it properly. It might take her some time, but hopefully, she will do so in the Final Saga.

Following Big Mom's defeat, there is zero doubt that Boa Hancock is currently the strongest female character. Hancock used to be a member of the Shichibukai, a position she stayed in because of her people. However, she did not obey every command of the World Government.
Boa Hancock's primary source of strength is her Devil Fruit. She possesses the Mero Mero no Mi, a Paramecia-type Devil Fruit that allows her to petrify both living and non-living beings. It works on the feelings of lust that a person may have towards Hancock. The only surefire way to avoid her attacks is by distracting oneself with pain. A person who doesn't harbor such feelings will also be unaffected by the Devil Fruit's power.
Boa Hancock is also an expert at using Haki. After all, she is a member of the famed Kuja Tribe, which is renowned for their mastery over Haki. So far, Boa Hancock hasn't had the opportunity to show off her full power, but that could change in the Final Saga. Fans should have high expectations from Boa Hancock, especially since she has been praised by the likes of Sengoku and Blackbeard. In fact, the Yonko was scared of her power and refused to let her go.
