The world of One Piece is filled with some incredibly powerful characters, and Oda has, over the years shown to the fans some of the most legendary individuals with majestic powers, from eras both old and new. In the current era of pirates, Oda revealed to the fans that the likes of Shanks and the other Yonko, along with Dragon, and of course, Imu, are among the strongest. The Great Pirate Era has especially seen the rise of powerful individuals, but that's not to say that the era before that had weaklings.

It was at this time that some of the most legendary figures existed and made a name for themselves. Oda has now given the fans a good glimpse of these individuals, and in doing so, confirmed to the fans who the strongest character of the old era was.

In the Elbaf arc, Oda showed the Loki flashback to the fans, and based on it, it is quite clear that Rocks D. Xebec was the strongest before the Great Pirate Era. Among the many mighty characters that went on to reach great levels in One Piece before the Great Pirate Era, Rocks especially stood out on top.

He was successfully able to attack Marijoa on his own and even made his way to the Room of Flowers inside Pangaea Castle, where Imu resides. To make things even crazier, Rocks killed an Admiral of the Navy and he wasn't even seriously injured after doing so. Rocks was a monster in combat, and it goes without saying that he was the strongest at the time.
