One Piece: Oda Has Already Revealed The First Devil Fruit To Exist
Devil Fruits didn't always exist in One Piece, and Oda has revealed the first one to be created.
According to Oda, Rocks's attacks were special, in that instead of cutting with his sword, Rocks actually blasted everything in his surroundings. His sword never left cutting damage. Instead of cutting, Haki attacks from Rocks felt like hits from a hammer or cannonfire. His power was such that he killed an Admiral in Marijoa with ease and then went on to fight Harald. Later on, he created the most powerful crew of the time.
Along with Rocks, Roger also stands among the strongest Haki users. If anything, Roger might actually be the most powerful Haki user without a Devil Fruit and this is because Oda confirmed to the fans through Kaido that Roger reached the pinnacle of strength with Haki alone. This essentially means that Roger's Haki was the strongest, probably even more so than Rocks, given that Roger is the only one Kaido mentioned, despite having spent more time with Rocks.

Non-Devil Fruit Users Have Monstrous Haki

The likes of the Roger Pirates are proof of this, with three monsters in their ranks in Roger, Rayleigh, and Gaban. In the current era, Shanks is a big example of a monster without a Devil Fruit. Despite having just one arm and no Devil Fruit, Shanks is so strong that he has been compared directly to Joy Boy.
