From the likes of the Four Emperors of the Sea, to the legendary Holy Knights of the World Government, and even the Five Elders and Imu themself, Oda is revealing it all to the fans. In the midst of it all, fans are, naturally, wondering who the strongest from the side of the pirates is at this point in time in the story. There are many characters who stand a solid shot at being labeled the mightiest pirate in Final Saga, but Oda has already clarified through statements and displays that the strongest pirate right now is none other than the Red Haired Emperor Of The Sea, Shanks.

Of course, the pirate captains, that is, Luffy, Blackbeard, Buggy, and Shanks are the ones who people in the One Piece world would think are the strongest. But, there is only one who truly stands above the rest right now, and that is none other than Red Haired Shanks. Fans know Shanks to be incredibly powerful, and the vast majority of his powers come from the fact that he is a monstrously strong Haki user.

Luffy is getting a major power-up, which will trump even Gear 5 in One Piece.
As is clear in the story, Shanks doesn't have any Devil Fruit. All he has is his Haki, and he's mastered it to a level where it can easily be called the most powerful pirate in the world. Shanks has access to all three Haki types, as well as all the subtypes. But, most of all, he's the best user of advanced Conqueror's Haki that the story has seen right now after Joy Boy. Shanks has incredible Conqueror's Haki, so much so that Oda has directly drawn comparisons between his Haki and that of Joy Boy. On top of that, Shanks's Haki is so strong that it can even paralyze an Admiral with ease, and it can knock out Vice Admirals, something that he shares with Joy Boy.
If that wasn't enough, Shanks is the user of the rarest form of Conqueror's Haki, called Observation Killing, which allows him to kill the Observation Haki of his enemies. He is strong enough to defeat a 3 billion man and his right hand in a single swing of the sword, and that's what makes him the strongest pirate of the Final Saga.

He Must Be The Strongest Pirate In the Last Stretch
Shanks being the strongest pirate in the Final Saga also makes narrative sense. When Shanks entrusted Luffy with the Straw Hat, it was quite clear that Luffy wanted to one day surpass him and his crew, and he said as much. Shanks and Luffy are both Emperors right now, but Shanks is still superior to Luffy. When Luffy fights Shanks, he will truly go on to surpass him and become the strongest pirate. Until then, this title belongs to Shanks.
