Pirates have long existed in the world of One Piece and Oda has highlighted this time and again in the story. Recently in the Egghead arc, Oda revealed that Joy Boy was the first pirate in the history of the One Piece world. At the same time, it is also clear that Joy Boy was the strongest pirate in the One Piece world. He fought the 20 Kings, including Imu, and his powers were such that all information about the war he fought was erased.

Shanks is one of the Four Emperors of the Sea, and one of the most powerful figures in the One Piece world. Despite being born as the son of Garling Figarland, Shanks was raised by Roger, and eventually, he learned his trait from the very best. Shanks ended up becoming a powerful monster immediately after he established his presence on the seas as a captain, and eventually made it as a Yonko.

One Piece: Oda Has Officially Revealed A New Group Even Stronger Than The Yonko
The Yonko are strong, but this group is even more powerful in One Piece.
Shanks doesn't have the highest bounty and most certainly doesn't carry the most infamy. But, he still has the most incredible displays of strength in the modern age. For one, Oda revealed that Shanks's Haki is comparable to that of Joy Boy himself, which puts into perspective what a beast he truly is. More than that, Shanks is also the apprentice of Roger and he carries the same rare power as him, and Rocks before him. He wields the power to blast enemies with his sword like a hammer, and that makes him truly special, and once again establishes him at the top of the modern era. From being compared to Joy Boy by Oda, to making an Admiral flee with his Haki, Shanks has had an incredible portrayal so far.

Joy Boy's Haki Was Immensely Powerful
Shanks is, undoubtedly, one of the most important characters in One Piece, so it doesn't come as a surprise that he was made so strong by Oda. Shanks is the only character in One Piece directly compared to not just Joy Boy, but also Roger and Rocks, and that easily makes him the strongest pirate of the modern era.
That said, it must be noted that Joy Boy was likely stronger overall, given that he had the Nika fruit on top of the absolutely incredible Haki. It also means that while Shanks is the strongest right now, he will eventually be surpassed by Luffy, who has to reach the same levels as Joy Boy.
