This Kingdom had enemies, who were collectively known as the 20 Kings, and after their victory over the Ancient Kingdom, the World Government was established by them.

Joy Boy Was God Level
Joy Boy was, undoubtedly, very powerful, and fans know it. This is because he was the second Nika known to man. Just like Luffy, Joy Boy ate the Hito Hito no Mi, Model: Nika, and this gave him the powers of the Sun God Nika, making him a God. The fact is that Joy Boy's overall power was so great that even Imu got the shivers from his Haki.

Davy Jones Was Likely Just As Strong
Just like Joy Boy, Davy Jones also existed during the Void Century. In One Piece chapter 1155, Rocks D. Xebec met Davy Jones and he explicitly stated that he was a worshipper of Davy Jones. According to Robin, Davy Jones is a pirate who existed long ago and was cursed by the Devil. The Devil itself is Imu, and Rocks mentioning Davy Jones to Imu is highly indicative of that. For someone like Rocks to be heavily inspired by Davy Jones means that he must be very powerful, and just like Luffy and Blackbeard, Davy Jones must've had a rivalry with him where they were perceived as equals. In other words, like Joy Boy, he was also a God level pirate.
