God Valley's strongest character has been revealed, and it isn't Rocks D. Xebec in One Piece.
As the story of One Piece has progressed, Oda has revealed stronger Devil Fruits, with some even qualifying as God Fruits of the world. Now, with One Piece chapter 1156, Oda has officially pointed out that two Devil Fruits of legendary stature exist, with one of them being in Elbaf, and it is all connected to Rocks D. Xebec.

Rocks D. Xebec has proven to be extremely important in One Piece's Final Saga, and the Elbaf arc has greatly benefited from his introduction. Rocks's charisma is incredible and his hunger for glory and fame makes him even more likable. Fans know very well that Rocks D. Xebec aims to take over the world, and to accomplish this, he needs to take out Imu. When Rocks Invaded Marijoa 56 years ago, he didn't fight Imu, knowing he didn't have the tools to take him down.

Now, however, he's been steadily working on that and it appears that his plan is complete already. Around 44 years ago, Rocks made the Pirate Island his base, just as he said he would. Having stolen the money of the Government and gained a massive force, Rocks is incredibly difficult for anyone to take down right now. More than that, he already has a plan to take down Imu, and it all revolves around two Devil Fruits.
Rocks Reveals Two Legendary Devil Fruits Needed For It
One Could Be Gomu Gomu no Mi, The Other Could Be Yami Yami no Mi
According to Rocks, in order to bring down the World Government, two Devil Fruits are needed, and they're both legendary in nature. Given how much Rocks knows about the histories and secrets of the world, this information is highly accurate. He went on to state that one of the two Devil Fruits was in Elbaf. As fans know, Elbaf has a fruit passed down from one family to another, and this fruit was guarded, likely kept safe until the promised warrior arrives.
One Piece: Oda Officially Reveals The Real God Valley Incident
The God Valley Incident has been revealed, and the real villain will show their powers in One Piece.
It doesn't take a genius to figure out that this Devil Fruit is the Hito Hito no Mi, Model: Nika. At one point, this Devil Fruit could easily have been in Elbaf, and as fans know, it was eventually stolen. The other fruit could be the Yami Yami no Mi, which would make sense, given that it belongs to Blackbeard, Rocks's son.
He Wanted Harald To Eat One Fruit
Interestingly enough, it appears that Rocks wanted Harald to eat one fruit, likely the Nika fruit. At the same time, Rocks would've likely eaten the other one himself, which suggests that these two could've teamed up to take out Imu with their powers, and that sets up a potential exciting three-way battle between Luffy, Blackbeard, and Imu.
