When it comes to the strongest Straw Hat, there is absolutely no debate to be had. Right from the very beginning of the story, fans have known very well that Luffy is the strongest of all the Straw Hats, and by quite a margin. With his Nika fruit, which has now awakened, and the power to wield all three types of Haki very effectively, fans know very well that Luffy is a monster for anyone to deal with in combat.

Luffy went on to defeat Kaido in the Wano Country Arc, and this led to him being named as one of the Four Emperors of the Sea. On Egghead, he clashed with Kizaru and asserted dominance, and even fought and overwhelmed the Five Elders. Luffy is, without a doubt, the strongest of the Straw Hats.

While Luffy stays as the strongest Straw Hat in One Piece, fans also know very well that the weakest of the bunch is Usopp. It is quite close between Usopp and Nami, but the latter has had more shine lately, and even though he has a 500 million bounty on his head, Usopp is, undoubtedly, the weakest Straw Hat. In fact, even Eiichiro Oda, the author of the series, believes that Usopp is the weakest of the bunch.

One Piece fans can feel close to Usopp because the characters around him are too strong. Hopefully, he'll continue to be the weakest Straw Hat whoever joins the crew in the future. And I hope that Chopper will forever be fooled by his lies. — Eiichiro Oda, 2007

Usopp always remaining the weakest of the Straw Hats doesn't necessarily mean that he will be weak. After all, the Straw Hat Pirates will be the crew of the Pirate King and they all have a standard to maintain. All the Straw Hats news to be extremely powerful and Usopp being the weakest of the bunch, next to Nami, doesn't mean that he will be weak.

He will, undoubtedly, gain some Haki-related power-ups and Elbaf is bound to be huge for him, but at the end of the day, Usopp will always be Usopp and stay a coward on the outside, while being one to put on the bravest face when push comes to shove.
