Rayleigh is definitely out of his prime right now, but he was still able to fight with an Admiral and scare off a Yonko. In his prime, he was a monster.

Saint Ethanbaron V. Nusjuro was formally revealed in One Piece's Egghead arc, alongside all the other Elders. Fans also got a glimpse of his abilities during the Egghead arc. Indeed, with the Five Elders all uniting on Egghead, fans got to see Nusjuro’s Yokai form, and it is clear that he has the powers of a horse-like creature called Bakotsu. He also has immortality and wields one of the Supreme Grade Swords called Shodai Kitetsu. Nusjuro is definitely one of One Piece’s greatest swordsmen, and with all his powers, it isn't a surprise to see him over Mihawk.

Garling Figarland is being set up by Oda to become quite an important antagonist in One Piece’s final saga. Garling wasn’t all that impressive during the events of God Valley, as he lost to Rocks D. Xebec, but back then, he was far from his peak.

Now, in the current timeline, he is the Supreme Leader of the Holy Knights and was recently promoted to Five Elder. The Garling that fans saw in the flashback has far been surpassed since, and as the father of Shanks, fans expect the current Garling to be an absolute beast. It isn't impossible for Garling to be stronger than Mihawk, especially with his immortality and possible new Yokai powers.

Harald kick-started the Elbaf flashback, and he quickly showcased how impressive his strength truly is. Harald was known as Elbaf’s strongest King, and fans can definitely see why. He was so strong that he rivaled none other than Rocks D. Xebec, with whom he had powerful clashes.
The flashback also revealed Harald's fighting style to the fans, and it is clear that he is a swordsman. Being on the level of Rocks and the Pirate King, it’s unsurprising that he could defeat even Mihawk.

The Captain of the Rocks Pirates
Rocks D. Xebec has gone down in One Piece history as one of the most monumental characters the series has to offer. Fans got to know Xebec more through the Loki flashback, where Oda made it quite clear that Rocks’s weapon of choice is a sword.
Whenever a new swordsman is revealed, there are bound to be conversations about Mihawk, and how he compares. And while Mihawk is a skilled swordsman, Rocks far surpasses him in power. Rocks invented the blueprint for Roger and Shanks’s overpowered attack, Divine Departure, and he has showcased on many occasions that he’s on a whole different level with feats such as killing an Admiral with ease, and taking down Garling Figarland during God Valley.

Gol D. Roger is a legend whose actions have completely changed the One Piece world. Roger and his crew sailed the entirety of the Grand Line, and found the One Piece — a feat nobody else has ever managed to achieve. As such, Roger became the Pirate King. Roger becoming the Pirate King was not down to luck, however, as he had the skills to back that title up.
As fans know, Roger’s weapon of choice was a sword, which was a Supreme Grade weapon called Ace. Just like Rocks, he used it in a very peculiar manner. Roger’s techniques hit his enemies like a hammer, and his skills are far above anything Mihawk is capable of.
