In terms of power, specifically, Roger was brilliant. He was the strongest of his era, and even though Whitebeard held the power to destroy the world, he too could only tie a battle against Gol D. Roger, despite the latter not having a Devil Fruit, which goes to show how magnificent his strength truly was.

One Piece: Oda Just Made A Huge Mistake In The Latest Chapter
Oda has made a mistake in the latest One Piece chapter - fans have been quick to point it out.
On his own crew, only two individuals were known to be close to him in terms of power, and they were Rayleigh and Gaban. On the side of the Marines, Garp was the only one capable of matching him. All these individuals were special, but none was as special as the man who Sengoku described openly as Roger's first and biggest enemy, more so than even Whitebeard, the legendary Rocks D. Xebec.
Why Rocks Was Stronger than Roger

If there is one character that even Roger couldn't beat, it is Rocks D. Xebec. This was revealed to the fans indirectly by Oda on two occasions. On the first occasion, Oda clearly stated that Rocks was defeated by the collaborative effort today Roger and Garp, which clearly indicates that these two absolutely needed to team up against this monster as a last-ditch shot at victory. On the second occasion, it was Roger himself on God Valley, who stated that one year before God Valley, that is 39 years ago, he met Rocks and the result was something that gave him a lot of negative lingering feelings for a year. Clearly, Roger lost to Rocks 39 years ago in One Piece, making him the only pirate to ever beat the legendary Gol D. Roger.

Rocks most likely possessed tremendous strength. It shouldn't be a surprise to anyone that Rocks had monstrously powerful Haki, given that his goal was to become the King of the World, and possibly even uncover the taboos of the world. Hopefully, Oda will shed more light on the God Valley Incident at some point in the future of the story.
