Rocks D. Xebec is, quite easily, one of the most powerful pirates to have ever existed in the world of One Piece. Known to have been incredibly prominent in the era before Roger, Rocks was an absolute monster that hardly anyone could compete with.

Rocks D. Xebec is known to have been the strongest of his era in One Piece. 56 years ago, Rocks announced himself to the world by infiltrating the Reverie without too much trouble. Not only did he manage to infiltrate the Reverie, but he also went on to reach the Room of Flowers and see Imu.

Rocks met Imu and while he didn't fight him, he promised to one day return to Marijoa and take the throne of the world for himself. This alone makes Rocks one of the most dangerous people in the world. But, that's not all. On his way out, Rocks D. Xebec went on to kill an Admiral of the Navy and that was truly terrifying. Not only did he kill the Admiral, but he seemingly managed it with little effort.
Later on, Rocks competed in multiple Davy Back fights and went on to win his crewmates one by one. Rocks established what would later come to be known as the strongest pirate crew known to exist, which would eventually be crushed in God Valley.

One Piece fans know very well that Rocks D. Xebec fell on the island of God Valley. 38 years ago, when Rocks went to God Valley to retrieve what was stolen from him by the World Government and the Marines, he finally met his end. It is said that to break apart the Rocks Pirates, Roger and Garp joined forces. Roger played a significant role in beating Rocks, but Garp was also there to help him in some capacity.

One Piece: Oda Officially Reveals His Biggest Goal For The Final Saga
The Final Saga will be huge, and Oda's goal for One Piece has been revealed.
Ultimately, nobody knows what happened to Rocks D. Xebec. But, the truth is that Imu could've been involved here too. It might just be Imu who finished off Rocks, as they have a sword in the Room of Flowers that wasn't there when Rocks visited first. It might very well be Rocks's very own sword.
Roger Later Reached Rocks's Level
Regardless of whose blade it is, Imu was, undoubtedly, stronger than Roger and Garp and could've beaten Rocks, and that makes him the only one capable of doing so. Later down the line, many legends went on to reach high levels of power, including Roger, but that's a different tale.
