One Piece fans have been waiting for years for the Final Saga. They had high expectations, and it's safe to say that it has delivered on every front. The Final Saga has included many reveals about certain characters. Additionally, Oda has disclosed the strength of many legendary characters, and Rocks D. Xebec is one of them.

Rocks D. Xebec's face was revealed for the very first time in the Elbaf arc. The legendary pirate's name was mentioned several times in the story, but his face was always kept hidden. Oda only used silhouettes, and it was likely because he wanted to protect the secret of Rocks being Blackbeard's father. With the story already in the Final Saga, Oda realized that it was high time that readers saw what Rocks looked like.
In addition to seeing Rocks' face, fans also got to learn about his past and his accomplishments. Rocks was a fearsome fighter who singlehandedly infiltrated Marijoa and kidnapped five monarchs. Furthermore, he fatally wounded an Admiral and then entered the Chamber of Flowers. Inside, Rocks found Imu and threatened them that he would return in the future. After retreating, Rocks clashed with Harald, resulting in a ginormous explosion that wiped out everything for several kilometers.

Rocks' swordsmanship was unparalleled. His sword attacks were incredibly powerful, and they could destroy massive structures with ease. Naturally, if the attack were to make contact with a human, they would suffer a serious wound. Rocks' strength attracted others towards him, and this is what led to the formation of the Rocks Pirates. For all his strength, there is one pirate that Rocks could never beat.
Joyboy Was Stronger Than Rocks D. Xebec
According to Vegapunk, Joyboy was the first pirate in history. He stood for liberty and freedom, two things that the World Government despised. Joyboy likely fought against the tyrannical group, and he was likely accompanied by Giants and Buccaneers. Joyboy lost the battle, but his legacy lived on through ancient manuscripts.
Fans are yet to see Joyboy's full strength, but they did get a glimpse of his Haki in the Egghead arc. Joyboy had sealed his Conqueror's Haki within a knot for Emet, and he had instructed the robot to use it in times of peril. When Emet faced the Gorosei on Egghead, he realized that it was the right occasion to undo the knot. When it was finally undone, an overwhelming burst of Haki emanated from it, sending four of the Gorosei back to Marijoa. Moreover, Imu felt Joyboy's presence in Haki.
Considering Joyboy's Haki forcibly sent back four Godheads, it's safe to say that he has the best Haki feat to date. Before Emet undid the knot, the Godheads were rampaging throughout Egghead Island. There was not a soul on the island that could restrain them. But Joyboy's Haki alone was enough to stop them.
Joyboy Is The Strongest Pirate In One Piece

As previously stated, Joyboy's Haki is far superior to anyone else's. When he was alive, the pirate could have used it multiple times without any problems. In addition to his outrageous Haki, Joyboy also had access to the Hito Hito no Mi, Model: Nika. It is a Mythical Zoan-type Devil Fruit that allows a person to tap into the power of the ancient Sun God. Fans have already seen what the Devil Fruit can do in the hands of an adept user, so it's safe to say that Joyboy also used its power to fight Imu and his evil allies.
It's highly likely that Oda will disclose more details about Joyboy in the coming arcs, as the pirate is one of the most important figures in One Piece history. Joyboy's backstory holds a lot of significance, and it is probably tied to Imu's story, so it might happen towards the end of One Piece.
