In fact, Sanji will be considered among the pirates with the highest bounty once the series ends, and Elbaf is going to be absolutely massive for him. In the Wano arc of One Piece, Sanji managed to defeat Queen with rather ease, and this earned him a bounty of 1.032 billion berries. As such, Sanji, despite his incredible contribution, didn't get any reward. But, Elbaf is going to be different. With Sanji's power growing, he is inevitably going to get a higher bounty.

Once Elbaf ends, Sanji will have gained tremendous power and most likely also beaten the Holt Knights, or possibly even stronger enemies. When that happens, the World Governors can't help but give Sanji a higher bounty. After everything, Sanji's bounty post-Elbaf is going to be very high, likely in the region of 2 billion berries, at the very least.
