The world of One Piece has introduced fans to quite a lot of incredible pirates over the years. In the New World, where the second half of the story takes place, Oda has revealed some incredibly powerful pirates who have earned themselves high infamy. Given that the Four Emperors, also known as the Yonko, are the most powerful pirates in the world of One Piece, it is no surprise to know that they hold the highest bounties.
One Piece: Oda Has Already Confirmed A Big Defeat For Luffy

Until recently, Kaido had the highest active bounty in One Piece at 4.611 billion Berries. But, now that Kaido is out of the picture, it is Red-haired Shanks who holds the highest bounty. Shanks's strength certainly goes to show that he deserves the highest bounty in the series, but there is one character who might surpass him when it comes to infamy and notoriety.

Right now, the Yonko are influencing the plot of One Piece more than any other group, and among the Yonko, Red-haired Shanks is seen as the absolute strongest. Shanks is the successor of the Pirate King and someone who learned directly from Roger. He carried Roger's Straw Hat for quite a long time, and he was considered to be worthy of being the next Pirate King by many.

Shanks doesn't seem to be interested in being the Pirate King, given his actions, but he still has a high bounty. In Wano, Oda revealed to the fans that Shanks had a bounty of 4.0489 billion berries, which is quite high. It's even more impressive when considering the fact that he was actually hiding his true strength and biding his time until Nika showed up again.
Shanks is fully worthy of his bounty, and if anything, his bounty might go even higher, especially if he starts making more moves.

He is one of the most important characters in One Piece, which goes without saying, but more than that, Dragon is leading a revolution to bring down the World Government itself. Dragon is the direct enemy of the Celestial Dragons more than even the Yonko, and given his strength and the army that he's amassed, it shouldn't come as a shock to anyone to see Dragon get a bounty close to 5 billion berries.
Luffy's Bounty Will Surpass All
Dragon could have the highest active bounty in One Piece at the moment, but eventually, his bounty is going to be surpassed by none other than Luffy. As is quite clear, Luffy is going to be the biggest enemy of the World Government and he is the one who will bring it all crashing down. Come the end of the story, Luffy will not only be the Pirate King, but also be an even bigger threat than Dragon. For that reason alone, he will have the highest bounty in all of One Piece.
