The Warlord system was created by the World Government to cancel out the power that the Yonko had over the world of One Piece. The Seven Warlords often shifted as certain members tended to either voluntarily resign or be dismissed for various reasons. The Seven Warlords of the Sea were given certain privileges which allowed them to delve into various illegal activities without being punished.

The biggest perk of being a Warlord was getting their bounty frozen, which allowed them to roam without any problems. But, after the recent Levely, the system was abolished. This was due to previous Warlords like Crocodile and Doflamingo utilizing the position's privilege to organize coups and commit other awful acts against territories under the World Government's jurisdiction.

As a result, the Seven Warlords once again became hunted, and their bounties were increased. Each pirate had a bounty depending on their notoriety, and in this list, the various members of the Seven Warlords from One Piece are ranked on the basis of their bounties.

11 Bartholomew Kuma

This longtime Revolutionary Army member consented to become the template for Dr. Vegapunk's Pacifista Project in exchange for a cure for Jewlery Bonney, his adoptive daughter. Unfortunately, this set up a chain of events which ultimately led to the pirate's autonomy being revoked for some time. After performing his requested mission to protect the Thousand Sunny, Kuma became a slave for the World Nobles, who savagely abused him. He was eventually freed from this burden by a group of high-ranking revolutionaries led by Sabo.

After being recovered and repaired by the revolutionaries, he traveled to Egghead in an effort to save Bonney. This led to him confronting Jaygarcia Saturn head-on. He was most recently seen smiling in a damaged state aboard the Giant Warrior Pirates' ship, witnessing Bonney and Luffy laying a beaten on Saturn. When Kuma was appointed as a member of the Seven Warlords, he had a bounty of 296,000,000 belly. If he did survive this encounter, his bounty will likely be much higher, seeing as he actively assaulted one of the Five Elders, who outrank even the World Nobles in terms of power.

10 Gecko Moria

Once a rival to the great pirate Kaido, Gecko Moria suffered from a massive drop. In his fight against Kaido, Moria's entire crew was annihilated, which made him reconsider recruiting normal humans. Therefore, he decided to make zombies and use them instead.

Moria already had a hostile relationship with the World Government well before the Seven Warlords' bounties unfroze. This was due to his inability to defeat the Straw Hats, which required Kuma to step in. His firing was cemented after the war at Marineford. Doflamingo confronted him with a group of Pacifista and was told he had orders to kill him, and to make the world believe he had died in the war. Although Doflamingo failed to kill him, he believed he was badly injured enough to guarantee his death.

Let's check on every defeated major villain in One Piece. Past events prove some of them could become relevant again if they aren't already.

However, this was proven false, as Moira made his way to Blackbeard's island, Hachinosu, to find his missing crewmate, Absalom. Upon being confronted with his death at the hands of the Blackbeard Pirates, Moria was given the option to join Blackbeard, but he refused, and ended up being thrown in a cell on the island. Moria's bounty was re-activated at 320,000,000 belly. This low rate makes sense, seeing as he was dismissed for incompetence.

9 Donquixote Doflamingo

Donquixote Doflamingo is the former King of Dressrosa. He is the only pirate who gained the status of a Warlord by blackmailing the World Government. This was due to him possessing sensitive information, likely retained from his childhood spent as a World Noble.

Doflamingo took over the country of Dressrosa by turning the people against King Riku. This coup became the impetus behind the dissolution of the Warlord system, along with Crocodile's attempted coup in Alabasta. Doflamingo's last known bounty was 340,000,000 belly. After a lengthy battle with Luffy, he was eventually arrested and imprisoned inside Impel Down, meaning the bounty is no longer up for grabs.

8 Edward Weevil

Edward Weevil is the self-proclaimed son of Whitebeard, one of the greatest pirates of all time. Weevil's physical strength has been compared to that of young Whitebeard, which is extremely impressive. He is one of the few Warlords not to command a crew, largely operating only at the request of his mother, Miss Buckingham Stussy.

Weevil has been actively hunting members of the Whitebeard Pirates, but with the Warlord system no longer functioning, he has also clashed with the Marines several times. Despite his immense power, Weevil was recently taken prisoner by Admiral Ryokugyu. While it is unclear where the former Warlord is currently being held, his 480,000,000 belly bounty is likely inactive for the time being.

7 Jimbei

Jimbei is the latest character to join the Straw Hat Pirates. Oda teased Jimbei joining the crew all the way back in the Fish-Man Island arc. Jimbei joined the Seven Warlords to protect Fish-Man Island from any possible harm. He was captain of the Sun Pirates, has since retired himself from the position.

He had a bounty of 250,000,000 when he was a Warlord. Before the Summit War, Jimbei resigned from his position, refusing to fight Whitebeard. He subsequently served as a subordinate of the Big Mom Pirates, but betrayed them to join the Straw Hats, genuinely believing in Luffy and his ability to usher in change. After the resulting fallout, Jimbei decided to aid his former crew, in an effort to keep them safe from Big Mom. He subsequently became a proper member of the Straw Hats in Wano. After the conclusion of the Wano Country arc, Jimbei received a bounty of 1,100,000,000 belly.

6 Boa Hancock

Boa Hancock was once a slave of the World Nobles alongside her sisters. It was during this time she was force-fed the Mero Mero no Mi for their entertainment. This left her with an obvious hatred of the World Government as well as a general feeling of misandry directed towards the majority of men in the world. Nonetheless, she accepted the distinction of being the only known female Warlord in order to protect Amazon Lily, the all-women island where she serves as the current empress.

Despite her inferred responsibility towards the government, she made no bones about defying them. She escorted Monkey D. Luffy, the only man she loves, to Impel Down, effectively helping organize its recent major breakout. In the subsequent war at Marineford, she was also more than willing to assault the marines. However, her indiscretions did not jeopardize her position as a Warlord, as she was part of the system up until its dissolution. Her current bounty was revealed to be 1,659,000,000 belly, a large jump upwards from its previous amount of 80,000,000.

5 Crocodile

Crocodile served as the main antagonist of the Alabasta Arc. He managed to fool Nefertari Cobra into trusting him while he orchestrated the downfall of the kingdom behind the scenes. He was Mr. 0, the secret leader of Baroque Works, an organization comprised of criminals, with its highest ranked members promised power once Crocodile took over Alabasta. He was eventually defeated by Luffy and locked up in Impel Down.

During the Impel Down arc, Crocodile decided to walk free when Luffy led a mass breakout of the prison, and later helped save Ace's life during the war at Marineford. Once the Summit War was over, Crocodile headed to the New World alongside Daz Bonez. He eventually formed the Cross Guild, a mercenary guild who can put bounties on marines. Despite it being his idea, and him effectively being one of the two actual leaders behind the scenes, he has the lowest bounty of the three at just 1,965,000,000 belly.

Trafalgar Law is a member of the Worst Generation, and was in the spotlight for a long time, but after his alliance with Luffy ended, the focus has since been diverted from him.

Law became a Warlord sometime during the time skip due to his actions in the Rocky Port Incident. Before becoming a Warlord, he earned a bounty of 500,000,000 belly. He played a crucial role in the Wano Country Arc, as he teamed up with Eustass Kid to take down Big Mom, which led to his bounty increasing to 3,000,000,000 belly. His crew was wiped out by the Blackbeard Pirates after he left Wano, with him and Beppo being the only confirmed survivors. It is not currently known if this will affect his bounty in any way.

3 Buggy

Buggy was offered the rank of Warlord after the Summit War's conclusion. He is a very notorious pirate due to being a former crewmate of Gol D. Roger, and longtime associate of Shanks. These facts, along with him having a crucial role in the Impel Down breakout, have wrongly led people to view him as a very powerful pirate. He was one of five pirates to be affiliated with the government before the system's abolition.

After Buggy was squeezed by Crocodile for funding, the pirate instead offered to use his fame to promote Crocodile's Cross Guild for free. Unfortunately for Buggy, he was misidentified as the leader by his crewmates, who were involved in printing the posters. However, Crocodile and Mihawk decided to keep him on staff as a figurehead, whilst they made the actual decisions behind the scenes. The Cross Guild's power caused Buggy to be identified as an Emperor, a captain of one of the most threatening crews to the World Government at present. This distinction has caused him to have one of the highest bounties out of any former Warlord, totaling 3,189,000,000 belly, despite being the weakest member of the organization.

Dracule Mihawk is known as the Strongest Swordsman in the World. Due to his immense strength, Mihawk's name often pops up during debates about the most powerful characters in the series. Mihawk has earned the respect of his opponents due to his swordsmanship, and almost every character is aware of the threat that he possesses. He was likely offered the position due to the threat he would pose otherwise. In the past, he was known for slaying many a reputable marine.

For a long time, Mihawk's bounty remained unknown, and it was only revealed towards the end of the Wano Country Arc. After the formation of the Cross Guild, Mihawk was given a bounty of 3,590,000,000,000 belly. This is the highest bounty among the guild's senior officers.
