Before hanging up her boots, Shakuyaku was an infamous pirate who led the Kuja in battle. In one encounter, the crew managed to beat the Roger Pirates, and it's safe to say that Shakuyaku played an important role in it. As a member of the Kuja Tribe, she was proficient at using Haki.
Whitebeard

Monkey D. Garp

The main focus of Loki's flashback was to learn the truth about Harald's death, who ruled as the king of Elbaf. In his younger days, Harald was a loose cannon who would often end up causing destruction. But he changed with time and ended up becoming an amicable person. Harald was renowned for his policies as he used them to make Elbaf better.
As a giant, Harald was physically superior to most characters. Just a swing of his arm could destroy buildings. Even if he didn't have any other abilities, Harald would still be a problem for most individuals, but that's not all. He possessed immensely powerful Haki with which he was able to cancel out Xebec's Haki.
Davy D. Xebec

Davy D. Xebec was the captain of the Rocks Pirates and the greatest pirate of his era. Xebec was an ambitious man like his ancestor, so he wanted to take over the world. He knew that achieving such a gargantuan task required the help of other powerful fighters, which eventually led him to form the Rocks Pirates. Despite only meeting him a few times, Loki was inspired by Xebec and wanted to be like the pirate.
When it comes to strength, Xebec is arguably the strongest pirate of all time. He was an elite swordsman who combined Haki with his attacks to increase their damage output. Xebec strikes were so devastating that they were compared to cannonballs. In addition to his swordplay, Xebec's physical abilities were on a different level. Given his strength, it's hardly surprising that he was feared by the World Government.
Imu

Imu is easily the strongest character from Loki's flashback. Initially, the ruler of the World Government had no intention of getting involved with the God Valley Incident, but that changed after they saw Xebec and other pirates trying to foil the competition.
Imu took over Saturn's body and began attacking, but their rampage was cut short by a combination of attacks from Xebec, Roger, Garp, and others. Subsequently, Imu used Domi Reversi on Xebec and turned him into a demon. Imu commanded Xebec to kill the members of the Davy clan and anyone else who got in the way. Imu didn't reveal their strength in the flashback, but that's to be expected as they are the main villain of the story.
