Haki is an incredible ability that only a handful of individuals in the world of One Piece can utilize. Of course, as is the case with most Shonen series, the strongest fighters are dominated by male characters.

These One Piece characters were not swayed by the title and fame associated with becoming the Pirate King.
However, Oda has done a more than decent job of incorporating incredibly powerful female characters in the One Piece story as well. Among the strong female characters, quite a lot are adept at using Haki, and some of them can even be considered to be among the very strongest.
10 Ulti
A Member Of Kaido's Tobiroppo

One of the Tobiroppo of the Beast Pirates, Ulti is a force to be reckoned with. Fans saw her being able to utilize both Armament and Observation Haki in Wano.
Her Armament Haki was strong enough to see her clash against both Luffy and even Yamato. Ulti might not be the best Haki user, but she's certainly a worthy opponent for anyone and her Haki control is more than decent.
9 Momousagi
A Vice Admiral And Former Admiral Candidate

Momosagi is one of the Vice Admirals of the Marines. She is an individual who was once a candidate for the position of Admiral, and anyone who is up for the Admiral position must have above-average Haki.
Given that she is a Vice Admiral, she automatically qualifies for both Observation and Armament Haki.
8 Jewelry Bonney
A Member of The Worst Generation

Bonney, a member of the Worst Generation, was revealed to be a Haki user in the Egghead Arc of One Piece. Bonney tapped into the power of Gear 5, using her incredible Toshi Toshi no Mi. At the same time, she combined Haki with her abilities incredibly effectively and even dealt damage to an Elder, which is extremely rare.
Bonney even clashed with Vice Admirals and held the upper hand, which is more than what can be said for the vast majority of One Piece characters.
7 Charlotte Smoothie

Smoothie is an incredibly powerful fighter in the One Piece world. Although fans have not seen much of her, she is a confirmed user of both Armament and Observation Haki.
Smoothie has a 932 million Barry bounty, which is more than just impressive. Her exact prowess in battle is unknown, but, if Cracker and Katakuri's Haki proficiency is anything to go by, Smoothie must be a monstrous user of Haki.
6 Shakky
A Former Kuja Empress

Shakky is the former Empress of Amazon Lily and certainly a monstrous fighter. Fans know that Shakky was once chased around by Garp in the New World, which suggests her elite status as a pirate.
Given that she belongs to the Kuja, Shakky qualifies for high-level Haki usage. The Kuja are predisposed to the power to use Haki, and their usage of this ability is incredibly refined. Shakky might even have Conqueror's Haki, but at the very least, fans know that she should have both Armament and Observation.
5 Gloriosa

Gloriosa once served as a member of the Rocks Pirates and was counted to be one of the monsters on the crew. Fans also know her to be a former Empress of Amazon Lily, which essentially means that she had great control over Haki.

These are the most powerful One Piece characters who were born in the East Blue.
Given that the warriors of Kuja are predisposed to Haki, Gloriosa must have had all three types of Haki. Unfortunately, fans have not seen her proficiency in it, but, given that Haki is the primary source of power for the women of the Kuja, she must have been a dangerous user of this power.

The Pirate Empress, Boa Hancock is one of the very few women capable of using all three Haki types in One Piece. Fans know Hancock to be a monstrous fighter capable of taking down just about anyone.
In fact, even Blackbeard feared her ability and knew that despite being a Yonko, she could essentially turn him into stone with ease. Hancock's power does not just stem from her devil fruit. She also has monstrous Haki of all three types and fans will surely get to see the extent of her capabilities very soon.

Yamato is one of the strongest characters in One Piece and as the child of Kaido, fans know that Yamato was blessed with tremendous potential. In the Wano Arc, fans saw Yamato wielding all three types of Haki, and even the advanced form of the Supreme King Haki, which was not a surprise to any fan.
The fact that Yamato could withstand combat with Kaido is proof of the fact that the strength this individual possesses is absolutely tremendous.
2 Shirahoshi

Shirahoshi is a character that can often be overlooked by the fans. She's one of the most underrated individuals in the world of One Piece, and much of that is down to the fact that she has a timid personality and often doesn't qualify to be a combatant.
But, Shirahoshi certainly has access to Observation Haki. Her Observation Haki is directly tied to the Voice of All Things, and her ability as Poseidon. Using this power, she can control Sea Kings and essentially destroy the entire world. While she doesn't have any other type of Haki, the fact that her Observation Haki, and by extension, the Voice of All Things, can destroy the planet is reason enough to put her among the strongest female Haki users in One Piece.
1 Big Mom
A Former Yonko

Undoubtedly, the strongest female Haki user in One Piece is Big Mom. She possesses Haki of all three types, and fans know that she has advanced at least two of those to an advanced level.
Big Mom can use advanced versions of Conqueror's Haki, and at the same time, she can also use advanced Armament Haki. Her Conqueror's Haki is strong enough to one-shot the vast majority of One Piece characters, and it is a shame that fans did not get to see her use this skill more often.
