When it comes to the power systems of One Piece, Oda often relies on two, those being Devil Fruits and Haki. While both are important in their own ways, the latter is absolutely essential if one needs to make it through the perils of the New World. Haki is a spiritual energy that is dormant within everyone in the world, but only a few manage to tap into it. It can be divided into two types: Observation Haki and Armament Haki. Additionally, there exists a third type called Conqueror's Haki, which is possessed by only one in a million people.

Imu has a powerful demon form, and these decil fruits could potentially rival it in One Piece.
Haki has proven multiple times to be the real king in the series. During God Valley, some of the strongest characters of all time were seen using powerful Haki, all on the same island. Be it the powerful fighters of the Roger Pirates, or Rocks Pirates, or even the Marines and the Government, God Valley held some of the very best Haki users of the time.
Figarland Garling
One of the Holy Knights and Future Five Elders
Figarland Garling is currently the Supreme Leader of the Holy Knights and a new Gorosei, but during God Valley, he was far from his full potential. Garling was only a Holy Knight back during the God Valley Incident.
That said, he was probably the strongest Holy Knight there. Garling wasn’t all that impressive as he was defeated quickly by Rocks, but he still probably has great Haki.
Saturn
A Member of the Five Elders
Saturn was a crucial individual during the God Valley Incident as it was he who witnessed the escape of the Davy Clan, allowing for Imu to quickly take over his body to fight the threats ahead.
Under Imu's influence, Saturn was very overpowered, but even on his own, Saturn is a top-tier character in the One Piece world. All of the Five Elders are strong and have monstrously powerful Haki to go alongside their Yokai powers. With Imu's Haki on top, his Haki was the strongest on God Valley.
Big Mom
A Future Yonko
Big Mom, just like Whitebeard, was also present on God Valley as a subordinate of Rocks. Her main goal was to collect powerful Devil Fruits, but she has switched her focus to fighting with Rocks and the crew out of loyalty. Big Mom had her Devil Fruit back then too, but fans now know that she also had great control over her Conqueror's Haki. She was seen launching a powerful Conqueror's Haki wave at Imu with a technique called Ikoku.
Whitebeard
The World’s Strongest Man
Whitebeard was, back in God Valley, a subordinate of Rocks D. Xebec, and it's quite clear to see that he was the strongest after him in the Rocks crew.
Even back then, Whitebeard had his Gura Gura no Mi, but he also had great Haki. Whitebeard had a Haki clash with Roger, and even though fans didn’t see much of that on God Valley. He also infused his quakes with advanced Conqueror's Haki, with a technique called Space Breaker.
Garp
The Future Hero of the Marines
Garp would go on to be known as the Hero of the Marines after the events of God Valley, and of course, many would consider him, even in his older age, the strongest Marine of all time. Garp and Roger were rivals, and it could be said that they were equals.
Just like Roger, Garp only relies on his Haki, and it’s safe to say that his Haki is some of the best in the series. His haki is so powerful that he easily tanked an attack from Linlin. He and Roger also went on to defeat Domi Reversi Rocks, which on its own implies extremely high levels of Conqueror’s Haki.
Gol D. Roger
The Future Pirate King
Gol D. Roger paved the way for other pirates in One Piece after becoming the Pirate King and conquering the Grand Line, something nobody else had achieved before him. Roger doesn’t just hold a grand title for nothing, he also showed his immense power on multiple occasions.

A non-Devil Fruit user, Roger only relies on his incredible Haki, which he used to clash with the likes of Whitebeard, and even Rocks. To beat a Domi Reversi Rocks, Roger must’ve used a tremendous amount of advanced Conqueror’s Haki. He even sent Oden flying with his Haki blast.
Rocks D. Xebec
The Captain of the Rocks Pirates
Rocks D. Xebec is undoubtedly a legend in the One Piece world. He led the craziest crew to ever sail the Grand Line, called the Rocks Pirates. One has to be insanely powerful to lead the likes of Whitebeard and Big Mom, and Rocks did all that with no Devil Fruit powers. In other words, his Haki was insanely powerful. Rocks’s Haki was so strong that it allowed him to easily kill an Admiral and to defeat Garling with no difficulty at all.
Imu
The Secret Sovereign of the World
Imu’s presence on God Valley wasn’t something all fans anticipated to see, but it has been an amazing inclusion by Oda. Imu was definitely, and by far, the strongest on God Valley.
They have a powerful Devil Fruit, but that doesn’t mean they don’t also have overpowered Haki as well. Imu’s Conqueror’s Haki is some of the best, and fans have yet to see the full extent of it.
