Haki is an essential power in the world of One Piece that resides within everyone, but only a few are able to awaken it. Known to be a spiritual energy, Haki can be used in a plethora of ways. Its two main types, Observation and Armament, grant one a sixth sense and the ability to use spirit as armor respectively.

There are many powerful characters in the current timeline with overpowered Haki, but the Rocks's Era also had some ferocious Haki users, possibly even more than the current one. The Rocks era featured monsters such as Rocks himself, and also Roger. Haki monsters such as these two put most of their enemies to shame with their powerful Haki.
Scopper Gaban
The Left Arm of the Pirate King
Gaban is one of the Roger Pirates, and one of the three strongest members of the crew. Like all the Roger Pirates, Gaban doesn’t have a Devil Fruit, and he solely relies on his Haki. Fans haven’t seen Gaban’s Haki much during the Rocks era, but he was, in every way, Rayleigh’s equal. He was able to easily fend off Ganzui, who beat Captain John. Gaban’s Conqueror's Haki could beat even Holy Knights.
Rayleigh
The Right Arm of the Pirate King
Rayleigh was one of the strongest that the Roger Pirates had on the crew. As the future right arm of the Pirate King, Rayleigh went on to showcase his strength on God Valley, even though he was far from his peak.
While attempting to save Shakky, Rayleigh was able to blast away Saint Sommers, which wasn't easy to achieve.

The Future Captain of the Big Mom Pirates
Big Mom wasn’t at her peak during the Rocks era, but she was still an insanely impressive pirate, and one of the very best on God Valley. Big Mom had already mastered her Devil Fruit during Rocks’ era, and in addition to that, she also showcased incredible Haki mastery.
Big Mom’s Conqueror’s Haki was showcased during the clash with Imu, where she unleashed Ikoku infused with Supreme King Haki.
Whitebeard
The Second Strongest Of Rocks Pirates
During the Rocks era, Whitebeard was on board the ship of the Rocks Pirates, and he was definitely the most impressive figure they had to offer right behind Rocks.
Whitebeard had his Gura Gura No Mi even back then, but his Haki was also very impressive. Whitebeard showcased some incredible attacks, combining both his Haki and Devil Fruit, such as techniques like Space Breaker. He also momentarily blocked Domi Reversi'd Rocks with a quake infused with Conqueror's Haki.
King Harald
The Strongest of Elbaf
King Harald of Elbaf is a character that fans started to learn more about only recently, as the ongoing flashback of Elbaf progressed. There are still many question marks concerning him, but one thing is for sure, he’s very strong. Harald is so strong that he could match Rocks in power, and the two were able to clash equally with their powerful Haki. His Haki was so strong that after his clash with Rocks, it blew away and knocked out everyone in a 5-kilometer radius.
Monkey D. Garp
The Future Hero of the Marines
Garp would go on to become the Hero of the Marines following the events that would unfold on God Valley. As many fans know, if Garp is known for one thing, it’s his overpowered Haki, and he put it on display during the Rocks era.

The Captain of the Roger Pirates
Roger was far from his peak on God Valley, but he was still one of the very strongest. As fans know, Roger never ate any Devil Fruit, so all his power came from his overwhelming Haki.
Roger has shown to have immense Haki, even back then. This was clear when he clashed with Whitebeard, and when he joined in on the attack on Imu with Divine Departure. Roger also fought and beat Domi Reversi'd Rocks.
Rocks D. Xebec
The Captain of the Rocks Pirates
Rocks D. Xebec has been one of Oda’s best additions to the One Piece story, and he quickly became a fan favorite character during the God Valley Flashback. Rocks was the Captain of the Rocks Pirates, a crew made up of monsters such as Whitebeard and Big Mom.
Commanding such a crew required power, and with no Devil Fruit, Rocks relied on his powerful Haki. This haki allowed him to even defeat an Admiral and Garling with ease. He also attacked Imu with his powerful Haki, as well as overwhelmed Whitebeard after being Domi Reversi'd.
Imu
The Secret Sovereign of the World
Undoubtedly, when talking about power, one cannot forget to mention Imu, the secret Sovereign of the One Piece world. While Imu usually rules from the shadows, sometimes, they have to get personally involved, and God Valley is a major example of that. Imu’s entrance on God Valley shocked many, and it didn't take long for them to unleash their powerful Haki. Given that none of the monsters in God Valley could beat Imu, their Haki was easily the strongest.
