When it comes to the pirates of the One Piece world, the Yonko stand at the top with the peak of strength. Right now, the Yonko include Luffy, Shanks, Blackbeard, and Buggy. Prior to them, there were also other legends like Kaido, Big Mom, and Whitebeard who held this prestigious title. It goes without saying that the Yonko hold tremendous Haki and powerful Devil Fruits. They're the elites of the One Piece world, but the world that Oda has created has more than just powerful Yonko. Aside from the Emperors, there are also other pirates in One Piece who fans know to be incredibly strong.
Trafalgar Law
Trafalgar D. Water Law is one of the most promising pirates of the One Piece world, specifically in the Worst Generation. Law earned himself an insane 3 billion bounty after Wano, and he still has room to grow, even after his crew’s defeat at the hands of Blackbeard.
Law’s Devil Fruit, the Ope Ope no Mi, allows him to create rooms and manipulate just about anything inside them. He's a pivotal character in the series, and fans know for a fact that he will definitely return, stronger than ever. Law himself isn’t too far from becoming a Yonko-level threat.
Dorry and Brogy
Dorry and Brogy are characters fans first met all the way back in Little Garden, and they’re definitely quite impressive in terms of strength. Their strength is directly reflected by their bounty. What fans previously thought was a low bounty turned out to be a Yonko-level bounty impacted by inflation. Together, their bounty stands at 3.6 billion berries.
Dorry and Brogy are the co-captains of the Giant Pirates, and together, the two could definitely rival the very strongest, even the Yonko. They possess tremendous Haki at their disposal and their strength isn't to be underestimated.
Kuzan
Known to be a former Marine Admiral, Kuzan is an incredibly powerful figure on the high seas and one of the strongest pirates right now. He serves as the 10th Ship captain of the Blackbeard Pirates. Kuzan has the power of the Hie Hie no Mi, which is a powerful ice Logia.
He recently faced Garp in combat and did incredibly well, even though he was being overpowered. Kuzan is a monster and someone worthy of being considered a mighty threat.
Shiki
Shiki is not a character fans see often in One Piece, but he is quite legendary in his own right. Shiki was first a part of the Rocks Pirates in his younger years before he eventually started his own pirate crew, the Golden Lion Pirates.
The Golden Lion is undoubtedly a pirate whose power could rival even that of a Yonko. Shiki is known to have been one of Roger's fiercest rivals. On top of that, he could stand up to both Garp and Sengoku at the same time. Shiki wielded two incredible blades, Oto and Kogarashi, and possessed tremendous Haki. He also had the power of the Paramecia type, Fuwa Fuwa no Mi.
Boa Hancock
Boa Hancock was one of the Shichibukai in One Piece at the beginning, but she lost this title once the system was abolished. As the Snake Empress, Hancock is incredibly powerful, and she is a user of all kinds of Haki in battle. On top of that, she also has access to the Mero Mero no Mi, which allows her to turn others into stone. While some techniques depend on physical attraction, others work independently of that.
Hancock is powerful and nobody wants her as an enemy. Hancock was so impressive that her first voyage as a pirate earned her a bounty of 80 million berries. Even Blackbeard admitted that he would lose to her if her gave her a single opening in battle, which is why he had to sneak up on her.
Scopper Gaban
Gaban was the left arm of the Pirate King, and he is definitely one of the strongest pirates in One Piece, even though he’s way out of his prime at the moment. Gaban wields twin axes, and he can charge them with powerful Conqueror's Haki of the highest order.
Gaban was the very first person in One Piece to show that even immortals aren’t invincible. He has shown how superior his Conqueror’s Haki is compared to the likes of even Luffy and Zoro.
Silvers Rayleigh
Silvers Rayleigh was the right arm of Roger, and his powers definitely make him one of the strongest non-Yonko pirates. Fans know him to be a terrific swordsman who wields all three types of Haki.
Rayleigh was one of the Roger Pirates’ strongest, and he has showcased this a few times in One Piece. During God Valley, Rayleigh was able to easily defeat Sommers and save Shakky, and even in his older age, Rayleigh fought off an Admiral and scared off a Yonko.
Rocks D. Xebec
Rocks D. Xebec is a legend in the One Piece world, and he was a pirate who could be considered on the level of the Pirate King. Rocks was the captain of the most insane crew in One Piece, the Rocks Pirates. They were powerful, and given that this crew held a few future Yonko, it isn't hard to figure out how strong Rocks must've been. Rocks never became a Yonko as the concept wasn’t a thing back then, and he died too early, during the events of God Valley.
Rocks has already proven to be top-tier in One Piece, with insane feats like killing an Admiral, infiltrating and escaping the Flower Room, defeating Garling Figarland, and even standing up to Imu.
Gol D. Roger
Gol D. Roger lived in an era before the rise of the Yonko. Roger himself never became a Yonko, and instead held an even more prestigious title — that of Pirate King. This title has only been attained by him, and it shows how powerful he was in his prime.
With the Roger Pirates, Gol D. Roger conquered the Grand Line. Roger wielded his Supreme Grade Sword, called Ace, and he also had Haki of the highest order.
