6 Charlotte Katakuri

Charlotte Katakuri is the strongest Sweet Commander of the Big Mom Pirates, meaning he is only second to Linlin in terms of strength. Katakuri possesses the Mochi Mochi no Mi, a special Paramecia-type Devil Fruit that allows him to create and control mochi at will. In addition to his Devil Fruit, Katakuri also has access to all three types of Haki. He particularly specializes in Advanced Observation Haki, which allows him to foresee the future.
Katakuri fought Luffy in the Whole Cake Island arc, and their battle was rather magnificent. Both fighters were going all-out and performing to the best of their abilities. In the end, Luffy emerged as the victor, although not by a long margin. While they were fighting, it became clear that they had a lot of respect for each other. So, it is completely possible that Katakuri will team up with Luffy in the future if it serves both their interests.
5 Crocodile

Crocodile is one of the co-founders of the Cross Guild, along with Dracule Mihawk. He is a pirate who has sailed the seas for decades, which earned him a great deal of experience. His journeys have taught him many invaluable lessons about Haki and Devil Fruits. With this information, Crocodile is able to set up traps to catch his opponents off guard and defeat them without too many problems.

He has already teamed up with Luffy once, so there is a good chance that he will do the same if the need arises.

Fans know that Koby owes a great deal of his success to Luffy. After all, he was the one who got him off Alvida's ship. Despite being in Luffy's debt, Koby has made it clear that he will stop Luffy if the need arises. While Koby is committed to serving people around the world, he wouldn't mindlessly follow the World Government. If Luffy publicly fights Imu and the other high-ranking officers, then Koby is sure to side with him.
3 Donquixote Doflamingo

Doflamingo used to be the king of Dressrosa before Luffy defeated him and ended his reign. Eventually, Doflamingo ended up in Impel Down. Since he possesses sensitive information about Marijoa, the World Government has tried to assassinate him multiple times. Thankfully, Magellan was able to protect him.

When Blackbeard chooses to fight, he ensures that his enemies suffer in the most unimaginable ways possible. Blackbeard utilizes both the Yami Yami no Mi and the Gura Gura no Mi in combat, which gives him an edge over his opponents. Blackbeard and Luffy are destined to be enemies, but they could probably end up on the same side if their opponents were Imu and the World Government.
1 Smoker

Smoker is a Vice Admiral who is known for having a fierce rivalry with Luffy. Ever since the pirate escaped from his clutches in Loguetown, Smoker has been chasing him everywhere. Unfortunately, Smoker hasn't had enough screen time after the Punk Hazard arc, so fans have little to no idea of his present strength and ambitions. So, he can only be judged on his past showings.
Based on that, it's safe to say that Smoker is stronger than most Vice Admirals, and it's because of his Moku Moku no Mi. Since it is a Logia-type Devil Fruit, non-Haki attacks just pass through him. Smoker is also able to use Haki, although he is not as proficient as Luffy. As previously stated, Smoker and Luffy are fierce rivals, but their morality is more or less the same. They will go the extra mile trying to protect their close ones. Furthermore, Smoker has expressed his hatred toward the higher-ups in the World Government, so he might join Luffy if the latter fights against them.
