When One Piece initially started, Logia Devil Fruits were the most powerful in the entire setting by far. This is because they have the unique power to allow the user to fully manipulate and become a natural element, making them completely impervious to all non-Haki-infused attacks. This was such an overpowered ability that the Admirals, the strongest foes of the first half of the story, all had Logia Devil Fruits.
Although the ability to fully control and become a natural element is insanely powerful, Logia Devil Fruits have been on the back burner of One Piece as of late. This is mostly because of the potential of many of the recently revealed Paramecia and Mythical Zoan fruits. However, Logias can be made just as powerful as these others again, so let's look at how this is possible and which ones would have the best chance at doing so.

As stated previously, Logia Devil Fruits were the greatest power for the initial part of the series, when regular Devil Fruits and Haki weren't fully fleshed out as concepts. Here, those with Logia powers were insurmountable obstacles who could only be defeated through hyper-specific reasons, such as when Luffy used his blood against Crocodile's sand powers as well as when his rubber body was the only thing that could stand up to Enel's lightning powers.
As the franchise went on and Mythical Zoans and Paramecia fruits became the norm, Logia fruits eventually took somewhat of a backseat to the whole thing, since Haki was now an established power system that could challenge the invulnerability of Logia users. Since then, while they remain a formidable force, the introduction of Haki has removed them from being as tough of an obstacle to overcome as they were before.
Logia users who think they're invincible tend to have short lifespans.
However, fans have never seen an Awakened Logia Devil Fruit before, so many think that once such a power is introduced, Logias will become just as powerful as they were before. For Paramecias, the Awakening allows them to spread the properties of the fruit to external objects away from themselves, manipulating them as they desire, which could be seen with Doflamingo's fruit when he transformed buildings and rubble into strings, or when Luffy gave the ground and his surroundings the properties of rubber.
Zoan Awakenings are a little different in that they only increase the physical powers of a regular Zoan form but to an unprecedented degree. Logia Awakenings, however, are a complete mystery, though many fans believe that such a power would allow the user to not only utilize their power at a much greater potency, but also allow them to change the surrounding environment based on their specific Devil Fruit, similar to how Paramecia Awakenings work.
Such a power boost could work wonders for the strength of Logia Devil Fruit users and could very easily bring them back to the forefront of One Piece power scaling. However, not all Logia Awakenings would be equal, since a fruit like Caribou's Swamp Fruit is just outright far inferior to Akainu's Magma Fruit. The latter is stated by Oda to have the greatest offensive capabilities in the entire series, so an Awakening would transform Akainu's surrounding area into something akin to a volcano, which would be incredibly overpowered.
The remaining Logia fruit's Awakenings would work similarly. For example, Kuzan's Awakening could manifest an icy tundra that none could escape from or Crocodile's making a desert with infinite sand. The possibilities are endless for these fruits and would all make the user incredibly powerful, easily bringing them up to the same level as the strongest characters in the current setting of the series.

The strongest of these, however, would be Blackbeard's Darkness Fruit's Awakening, which would not only throw his opponent into a pit of absolute darkness but would also make it so that their own Devil Fruit power simply doesn't work while in this area of effect. Something like this would definitely make the Yami Yami no Mi the strongest Devil Fruit in One Piece. Sure, the Magma fruit may be the most offensively potent Devil Fruit in the setting, but the Darkness fruit's ability is just broken.
Despite its overpowered ability to negate Devil Fruit powers, the major caveat with the Darkness fruit is that this can only happen once the user physically touches their opponent. However, once Awakened, it would remove the need for physical touch since the area brought out by the Awakening would manifest the special ability around Blackbeard, which would make him a walking Devil Fruit deterrent. Without needing to touch someone to cancel their Devil Fruit powers, Blackbeard could perhaps even defeat Luffy in his Gear 5 state.
