The Final Saga of One Piece has revealed a ton of exciting information about the World Government, specifically about the one at the very top, Imu. Fans know Imu to be incredibly powerful, as that was clear from the God Valley Incident. But, at the same time, Imu can also make others around them very strong. This can be made possible through a special seal or mark that they can bestow upon others.

This was first mentioned at the beginning of the Elbaf Arc, after the arrival of the Holy Knights in the country. However, back then, it was barely explained. In One Piece chapter 1167, Oda went on to explain the power of the World Government mark or seal to the fans properly, and it is safe to say that it is incredibly dangerous.

Imu Grants Three Different Tiers Of Power With Their Contract

To put it simply, Imu can brand people with a certain mark on their body which grants them various abilities. This much was made clear by Gunko at the beginning of the Elbaf Arc. However, back then, it was unclear as to what powers one got from this seal and if there were different types of seals that Imu could mark people with.

In One Piece chapter 1167, it has now been confirmed that there exist three different types of contracts, each representing a different level of depth of the ocean. The deeper the type of seal, the stronger the ability one gets from it.

The three types of seals are Shallow Sea, Deep Sea, and Abyssal, and each of them offers a unique power to the user.

  • Shallow Sea: The Shallow Sea seal is the most basic of the three and that is quite apparent from the level of depth. This power is granted to newcomers in the World Government, or specifically the God's Blade. Back during the God Valley Incident, fans were introduced to the first God's Blade, and it was none other than Gunko. It is quite clear that any trainee is given this seal, which means that they do not get all the powers of Imu. They can most certainly pass through the Abyss or perhaps even be given the power of a Devil Fruit. Whether they get regeneration or not remains to be seen.
  • Deep Sea: The second level of the seal is the Deep Sea. Those with this level of seal are probably the Holy Knights. This means they get powers such as infinite regeneration, and also immortality. Along with that, perhaps a Devil Fruit ability could also be thrown into the mix and of course, they can also pass through the Abyss.
  • Abyssal: The final and strongest level of the World Government seal is Abyssal, and this is the deepest level of the ocean as well. This seal likely belongs to the Five Elders, and possibly Gunko. It probably stops aging altogether, grants immortality and regeneration, and above all, gives them the power of a Yokai. It is also likely that Imu's Conqueror's Haki can also be channeled through this seal. The Five Elders also seem to be mentally connected to each other, which could also be an ability of the Abyssal seal.

Imu's Contract Allows One To Pass Through The Abyss

Another important power that the seals of the World Government give to those who bear them is that they can travel through the Abyss. This gives them the power to teleport immediately, as was seen with the Five Elders in Egghead, and the Holy Knights in Elbaf.

Imu's Contract Hints At Their Sea Devil Powers

Given that all these seals are named after different depths of the ocean, and the fact that this power comes from Imu, it suggests that Imu's power itself is connected to the ocean itself. This would make the idea that Imu is the Sea Devil of the One Piece World very plausible.

It also opens up the room for many exciting theories surrounding the character of Imu that will most definitely be discussed extensively in the upcoming weeks.
