Of all the characters present during the God Valley Incident, St. Jaygarcia Saturn was, by far, the most powerful. Xebec was the captain of arguably the most powerful faction present during the God Valley Incident; the Rocks Pirates. In the past, Shakky had taken up residence at their home base of Hachinosu, where she was eventually kidnapped by the Celestial Dragons. The Rocks Pirates were outraged at this, so they went to get her back. However, their captain had goals of his own, since he went in order to save his family, who were being used as targets in the Native Hunting Competition, which eventually led to his death but guaranteed the safety of his son. Though it's believed he was defeated by Garp and Roger, there is still a lot more mystery to this.

In her youth, she was the object of the world's desire, which was the main reason why the Roger Pirates, Rocks Pirates, and even the Celestial Dragons wanted her for themselves. In essence, she's the reason the God Valley Incident happened in the first place, since Xebec's crew wouldn't have followed him to the island just to save his family, nor would the Roger Pirates or Garp's forces have gone to God Valley at all either. Due to the Celestial Dragons kidnapping Shakky, the most important figures in the world mobilized in order to have her for themselves.
