Before Roger became the Pirate King, the world of pirates was dominated by Rocks D. Xebec, the legendary captain of the Rocks Pirates. For most of the story, Rocks' strength remained a mystery. However, Oda has slowly begun to disclose details about Rocks', helping fans understand his power level.
Rocks didn't have a Devil Fruit, but he was easily the strongest character of his time. He was adept at using Haki, and he combined it with his swordsmanship, giving rise to a lethal fighting style. Using his sword attacks alone, Rocks was able to destroy the Gates of Justice. Additionally, he used it to kill an Admiral, a feat that has yet to be replicated by someone else. In his prime, Rocks was easily superior to Roger.
Monkey D. Garp

In the Elbaf arc, Imu took over Gunko's body and gave fans a glimpse of their strength. Imu used some kind of magic to turn Dorry and Brogy into demons. It also caused them to obey Imu's every order. Imu also released a burst of Conqueror's Haki, which could be felt by almost everyone in Elbaf. Imu and Roger never came face-to-face, but it's unlikely that the latter could have won.
Joyboy

The sheer power of the Haki even intimidated Imu, who recognized it straightaway. Joyboy also had access to the Hito Hito no Mi, Model: Nika, the same Devil Fruit that Luffy has. The audience is already aware of the Devil Fruit's power, so it's obvious that it made Joyboy stronger than most One Piece characters.
Shakuyaku

Shakuyaku is the former captain of the Kuja Pirates and one of the most famed pirates from the era of Rocks. Based on the information revealed thus far, the Kuja Pirates were among the most dominant groups, and since Shakuyaku was their leader, it makes sense that she was an extraordinary fighter.
In the flashback, Roger was overwhelmed by Shakuyaku (mainly because of her beauty). While it was not a fair fight, it's unwise to assume that Shakuyaku wasn't close to Roger's level.
Sengoku

It increases his physical abilities and enables him to launch shockwaves from the palms of his hands. The combination of Haki and the Devil Fruit made Sengoku a threat to the greatest pirates, including Gol D. Roger.
