Edward Newgate, better known as Whitebeard, is widely believed to be one of the strongest, if not the strongest, characters in One Piece history. Whitebeard was introduced before the timeskip, and it hardly took him any time to impress the audience. However, the biggest showcase of his strength took place in the Marineford arc, where he almost singlehandedly put the entire Marines through the wringer.

Whitebeard was called the 'strongest pirate alive' and the 'king of the seas,' which clearly indicates that he was a league above the rest. One of the main reasons behind his insane strength was the Gura Gura no Mi. The Paramecia-type Devil Fruit allowed him to create tremors at will. With this power, Whitebeard could create tsunamis and earthquakes. Both of these are potent enough to wipe out an entire island, which is why Whitebeard was said to have the power to destroy the world.

In addition to his overpowered Devil Fruit, Whitebeard also had immense Haki. He was able to use all three types of Haki, and that too, at the highest level. Whitebeard's physical abilities weren't too shabby either. Even in his old age, he was able to withstand countless bullet wounds and sword attacks. While Whitebeard's resume is certainly impressive, there's one pirate who trumps him in terms of strength.

Before Edward Newgate became Whitebeard, he used to serve under the captaincy of Rocks D. Xebec, who is arguably the most infamous pirate of all time. Rocks accomplished several things that would be impossible even for the Yonko. For starters, Rocks infiltrated Marijoa during the Reverie. He was fully aware that the security would be tight, but he still went to the Holy Land anyway. After infiltrating Marijoa, Rocks kidnapped five Monarchs.
Then the pirate fought a Marine Admiral and mortally wounded him. Even the medical team's best efforts weren't enough to save the Admiral. However, the crème de la crème was breaching Imu's Chamber of Flowers. Rocks entered the chamber and threatened Imu that he would come back in the future.
It's likely that Rocks realized that he couldn't beat Imu and the rest of the World Government alone, so he decided to take a different approach. Rocks participated in Davy Black fights and recruited powerful crewmates. They did not share the same views on everything, but all of them wanted to go to the top.
Rocks D. Xebec Could Have Become The First Pirate King
Rocks D. Xebec's Haki is easily among the strongest in One Piece, as evidenced by his clash with Harald in Marijoa. The Haki emanating from the clash was so fierce that it destroyed everything for several kilometers. Rocks combined his Haki with swordsmanship, and it gave rise to one of the most destructive fighting styles in One Piece.
According to the manga, Rocks' sword attacks were comparable to cannonballs. It was with this fighting method that Rocks broke the Gates of Justice and escaped. Rocks' destruction of the gates is a remarkable feat, and only a few characters can do something similar.
Rocks' strength was no joke, and that is one of the main reasons why Roger and Garp decided to band together to take him down. The two were fierce rivals who would always fight, but this one time they put aside their differences to end Rocks' era. If they had not collaborated, it's obvious that Rocks would have survived God Valley and achieved what he wanted to. Oda will disclose more details about Rocks and his life in the coming chapters. Until then, fans have the freedom to speculate. It's worth mentioning that when the flashback ends, readers will have a better idea of how the Elbaf arc and the rest of the Final Saga are going to pan out.
