Devil Fruits from One Piece are one of the most interesting and captivating power systems in all of anime, not only because of the unique powers that they tend to give their users but also because of their amazing variety. All of these Devil Fruits are separated into 3 categories; Paramecia, Zoan, and Logia types, and each has its own sets of strengths and weaknesses.

Logia Type Devil Fruits are generally considered the strongest in One Piece because they give their users the ability to control and completely become a specific element. However, while they're still powerful, the users of some Logia Devil Fruits simply don't measure up to others, whether it's the power of their fruit or the lack of expertise they have with it. So, let's take a look at the 3 weakest Logia Type Devil Fruit users.

When looking at the Gasu Gasu no Mi Devil Fruit itself, it's actually very powerful. This fruit can generally be considered to be an amped-up version of Smoker's fruit, because where Smoker can manipulate smoke from himself and around him, Caesar can manipulate gas in every form. By letting him emit a poisonous gas from his own body to control oxygen around him to choke or suffocate people, the Gasu Gasu no Mi is incredibly powerful!

However, Caesar Clown is more of a scientist than an actual fighter. Due to this, he never really posed much of a problem to the Straw Hats when they needed to fight him, as Luffy was seen to have defeated him pretty easily. Despite the incredible power of the Gasu Gasu no Mi, Caesar is also unable to use Haki. Though he is familiar with what it is and who can use it, he is never really shown to have used it himself, which already puts him down on the list of stronger Logia Type users.

Moreover, the Gasu Gasu no Mi also has a pretty blatant weakness in the form of fire. While he can use this ability to his advantage, the gas he produces is very flammable, so a fire can very easily deal with his gas powers. Due to Caesar's unhinged personality and more of a focus on his experiments than fighting, he was never really able to make use of an otherwise very powerful Devil Fruit!

Caribou is an extremely dangerous and violent man who made quite a name for himself on the Grand Line due to his murderous ways. His Numa Numa no Mi is a Logia Type Devil Fruit that allows him to turn his body into mud and control it as much as he wants but, just like Caesar Clown's Fruit, it is also a fairly powerful one that lets Caribou completely envelop anything into himself that he wants. Similar to Blackbeard's Yami Yami no Mi, Caribou can sink whatever he wants into this mud, which he can use as almost infinite storage.

However, Caribou's biggest problem does not lie in his Devil Fruit. Instead, he's just really stupid! Because of his simple-minded nature, Caribou has only ever gotten himself in trouble and none of his plans have ever really panned out properly. On the way to Fishman Island, Caribou's plans to destroy the Straw Hats ended up leading to his capture and imprisonment in a wooden barrel due to his oversight.

During the events of the same arc, Caribou somehow managed to steal all of King Neptune's treasure but was unsuccessful in escaping with it. Later on, he tried the same thing by trying to steal mermaids to sell them but was stopped by Jimbei. While the Numa Numa no Mi is a decently powerful Logia Type Devil Fruit, Caribou's notorious foolishness makes for a hilarious dynamic.

Monet's Yuki Yuki no Mi is a Logia Type Devil Fruit that allows her to produce and manipulate snow. Using this ability, Monet can create various constructs out of snow that she can use both offensively and defensively, which she showed great control over during the Punk Hazard arc. However, despite having a Logia Fruit, she is someone who never really posed much of a threat with her strength, something that she was fully aware of as well.

This is because multiple times during the Punk Hazard arc, she made a point to never pursue the stronger members of the Straw Hats due to their power gap. Though she showed herself to be formidable against Tashigi during the closing moments of the arc, someone on the caliber of Zoro proved to be far too much for anything she could handle as he defeated her with a single strike.

Moreover, this is a unique example of a Logia Fruit just generally not being very powerful. Despite snow being malleable and able to form various constructs, it's not very structurally powerful, due to which people think of it as basically a weaker version of Aokiji's Hie Hie no Mi.
