In the Wano Country arc, Luffy surprised everyone by awakening the Hito Hito no Mi, Model: Nika, and becoming a God. With his Nika transformation, Luffy turned into the warrior of liberation, strong enough to fight and beat even the likes of Kaido in battle. Just like Luffy, there are other characters who can rise to Godhood, although in different ways. Buggy, the man known as the Genius Jester, is most certainly one of them.

The idea of Buggy attaining Godhood in One Piece isn't one that's too farfetched. Some might assume that this idea simply comes from him awakening his Devil Fruit, like Luffy, but that's not necessarily the case. Buggy, just like Luffy, is a character who attracts people. From the East Blue, all the way to the New World, he's attracted all sorts of followers and he's worshipped by many of them already. In Dressrosa, fans saw how Usopp essentially became a God and came to be worshipped. This was without Usopp having any God Fruit. Something very similar will soon happen with Buggy too. After all, Buggy cannot become the Pirate King, yet he always wins in the end.

In the East Blue Saga, when Luffy declared to Buggy that he would become the Pirate King, his response was that if Luffy were to become the Pirate King, then he would become God itself. Clearly, this subtle piece of foreshadowing, which only served as comedic relief in Orange Town, can serve as a basis for something much greater.
Buggy's followers worship him already. If, during the Final War, when the world starts sinking, Buggy is able to save people, help them to safety, and make it appear that he's fighting for a just cause, there is absolutely no denying the fact that he will be seen as a God. Buggy might not be destined for the One Piece, but he will surely claim something even higher, and that is Godhood in the One Piece world.
Right now, the world believes the Celestial Dragons to be Gods, but eventually, everyone will come to see Buggy as God, only this God will be just and actually care enough to save them in their eyes.
