- Though not weak by general standards, the Swamp-Swamp Fruit lacks significant offensive power.
Generally speaking, all Logia types are pretty powerful since they give their users the ability to fully manipulate a natural element. Their most useful trait, however, allows their users to become the specific element itself, which makes them impervious to all non-Haki-infused attacks. Caribou's Swamp-Swamp Fruit is no different, though it greatly lacks from an offensive standpoint compared to its Logia contemporaries.

In the latter part of the One Piece story, Zoans eventually became the strongest Devil Fruit class due to the introduction of the Ancient and Mythical sub-categories. In the first half, however, they were notably weak since they merely bestowed the power to transform into another species. This is where Chopper's Hito Hito no Mi comes in, as it may hold the crown for the worst Devil Fruit in the entire One Piece series, simply because it grants the user the intelligence of a human.

The Paramecia category is the toughest to judge in terms of the weakest Devil Fruit since it is the most prevalent in the series and has many situational or outright weak Devil Fruits within it. In particular, Streusen's Cook-Cook Fruit comes to mind, which allows the user to create food from regular objects without even needing to cook it. However, it isn't the most useless Paramecia since it provides quick and convenient nourishment, even though the food doesn't taste good, which would be a game-changer for someone like Luffy.

Kin'emon's Garb-Garb Fruit is still considered weak even when compared to something like that, however. This is because the only thing one can do with this fruit is create clothes out of everyday objects such as leaves and stones, with no other power. This fruit's powers were used briefly in Dressrosa, when Kin'emon made disguises for the Straw Hats, and it can even make armor, so it's not like it's a completely useless fruit. However, Kin'emon was a very powerful character in his own right, and he never used his fruit's power in any fight.
