This was a majestic faceoff indeed, but as fans know, it didn't materialize because Rocks wanted to come back for Imu.

As seen in One Piece chapter 1154, Rocks visited Elbaf around 48 years ago. This visit was solely for one reason, and that was to recruit Harald for his crew. Rocks was absolutely mesmerized by the crew of King Harald, and he believed that together, they were strong enough to rule the world. Their combined power would've been unmatched, even to the World Government and the Navy, and all those who stood on the other side. This duo would've been monstrously powerful, but unfortunately, it never came to be as Harald didn't accept Rocks's offer.

Zoro and Sanji are both strong, given that they're Luffy's wings, but neither of them is comparable to the legendary figures of the world, at least now. It goes without saying that their duo is, in no way, strong enough to compete with Xebec and Harald, and even a comparison isn't fair. While they form a very strong duo, they're not, in any way, close to the majestic duo of Harald and Rocks. By the end of the series, however, it might be a difficult conversation entirely.
