Early in the game, you can choose to help Emeline Galloway (the greenhouse gardener in Fairfield) to clear the records of Sub Rosa involvement nearby. Gallloway will reward you with the coordinates of Free Market Station and a chunk of faction reputation for Sub Rosa.

Once you arrive in Free Market Station, continue forward through the entrance hall until you see a room on the left with a Rift Anomaly. Go into this room and look to the right to see a low gap that leads into another room.

In Outer Worlds 2, Otto's lock puzzle takes the form of 11 switches in three rows – three on the top row, four in the bottom two. There are three lights on the locked door. Your goal with this puzzle is to switch the levers in the correct order to trigger all three lights to turn green.

To find the Otto's puzzle solution, Outer Worlds 2 players must acquire the N-Ray Scanner Gadget from Golden Ridge (after they decide what to do with the Vox Relay on Paradise). This Gadget lets you see wiring through walls, and reveals three wires that lead away from the three lights and into the mess of switches.
