Una in Clearfell Encampment sells Scrolls of Wisdom and is found sitting on the bench by the fire right in the center of town. Simply interact with her and select the buy or sell items option along the right side of her dialogue menu.

Scrolls Of Wisdom are also a common item that be can found from either defeated monsters or from chests. While not guaranteed, mini-bosses and bosses will have a much higher chance of dropping Scrolls of Wisdom compared to regular enemies. Scrolls of Wisdom are also fairly common drops from chests, though finding them will require a lot of exploration in the randomly generated maps.

It's helpful to always be creating new Instances when exploring or having to backtrack to make sure you're always finding new loot but also getting stronger enemies to respawn who have a higher likelihood of dropping Scrolls Of Wisdom.
