Where to Find Merciless Judge in Persona 3 Reload
Merciless Judge is a boss in Tartarus that can be found in Persona 3 Reload's Harabah Block, specifically on Floor 184. Since it is a Floor Boss, you will have to defeat it to move on to the next floor in Tartarus.
Merciless Judge is also paired alongside Executive Greatsword, so you'll want to take into account both their weaknesses and resistances. This will make it easier for you to knock both of them down simultaneously to perform an All-Out Attack.

Merciless Judge Weakness in Persona 3 Reload
As you take on Merciless Judge and Executive Greatsword, these will be each of their weaknesses and resistances to take note of:

Both Merciless Judge and Executive Greatsword avoid Electric attacks, so you won't want to use this element against the two of them. Instead, you'll want to bring along a character that uses Fire attacks, since Executive Greatsword is weak to this and Merciless Judge is neutral to it. Koromaru is a solid option since he can use both Fire and Dark attacks against the two bosses. He can also increase the team's Critical Hit Rate with Revolution, making it easier to knock down Merciless Judge for an All-Out Attack.
Along with Koromaru, you'll want to bring along Aigis to deal Pierce damage, especially to Merciless Judge. She is also a great option for buffing the team's Attack and Defense, using Matarukaja and Marakukaja. Executive Greatsword will also buff itself and Merciless Judge, so make sure to debuff them with a consumable, or use an ability such as Dekaja or Marakunda, which will decrease both of their Defense. You can bring along Akihiko for some of these debuffing abilities.
Finally, whenever you are given the chance, you'll want to use any of Persona 3 Reload's Theurgy attacks against this boss. These abilities will completely ignore each enemy's resistances, so you'll be able to deal significant damage to both of them regardless of the Element or Physical attack used.
