Currently, the only way to obtain Regieleki is through five-star raids and receiving it as a Battle League Reward. When players see Regieleki as a five-star raid boss, they should try and defeat as many as possible. The more the player defeats, captures, and encounters this Pokemon, the more their chances of obtaining Regieleki as a shiny will be improved.
When defeating the five-star raids, the chances of getting a shiny are 1 in 20, and when players are attempting to obtain Regieleki as a Battle League reward, they must be level 20 or higher within the game.
