Scarf Lapras is exclusively available as part of Pokemon GO Fest 2024, and players will not be able to catch it outside the event. Depending on which event the players choose to take part in, the habitat in which it spawns will vary. Here are the spawn habitats of Scarf Lapras as per the event.

It should be noted that these habitats are location-specific and players will need to explore a bit to find the habitat in the given area. This is in contrast to the global event, where the habitats rotate on an hourly basis. Once players find a given area that spawns their habitat, all they need to do is wait until they find Scarf Lapras. There are a few ways to boost the spawn rate in those habitats, such as using Incense as well as Lure Modules.
Apart from the regular Lure Modules, players can also use Glacial and Rainy Lure Modules to ramp up their odds even further, as they are specific to Water-type Pokemon, among others.
