As per the new details revealed, it has completely gotten rid of the Elite Raid Gym requirement and could also possibly allow Remote Raid passes.
Pokemon GO Mega Rayquaza Makeup Raid Event Schedule

The Pokemon GO Mega Rayquaza Raid event will be held in three phases, with Mega Rayquaza hatching from Raid Eggs at 11 am, 1 pm, and 6 pm local time on August 3. All Gyms are eligible for the raid, so players who do not have an Elite Raid Gym nearby can also take part in the event. Additionally, it is also stated that the Remote Raid Pass limit has been increased to 20 from Friday, August 2, at 5 pm to Saturday, August 3, 2024, at 8 pm. While it is not explicitly stated that the event will be open to remote players, the increase in the Remote Raid Pass limit suggests that the raid will be accessible through it.
