Dratini is one of the most popular Pokemon in Pokemon Legends: Z-A, but you won't find it in any Wild Zones. Dratini is one of the rarest Pokemon in Pokemon Legends: Z-A, and you can only find it in a few places throughout Lumiose City.
Thankfully, you can catch Dratini fairly early in your Pokemon Legends: Z-A adventure. It has a very low catch rate, however, even if you use Great Balls or Ultra Balls. It's also incredibly timid and will flee at the first sign of danger, making things even harder.

Pokemon Legends: Z-A Dratini Location
You can find
Dratini on the roof of Restaurant Le Nah, a cafe located on the southeastern edge of Lumiose City south of Wild Zone 6 and east of Wild Zone 2.
To reach Dratini, climb the ladder to reach the tall building next door to Restaurant Le Nah. Then, use your dodge roll ability to gross the cap and make it onto the restaurant's roof. There, you'll find a pair of Fletchlings and a Dratini just behind them.
Dratini has a very low catch rate, so make sure you're using your best Poke Balls. Try to hit it with a Poke Ball from behind for an increased capture chance as well. If you fail to catch Dratini, it'll flee and despawn shortly after breaking out of your Poke Ball. To force it to respawn, fast travel away and then fast travel back to Restaurant Le Nah.
Dratini can be found on rooftops all over Lumioise City, including the rooftops near Cafe Soleil on the southwestern edge of the city below Wild Zone 10. You can reach the rooftops by climbing the scaffolding along the side of the building.
How to Evolve Dratini in Pokemon Legends: Z-A
Dratini doesn't require any special techniques or items to evolve. Dratini evolves into
Dragonair at level 30, and then Dragonair evolves into
Dragonite at level 55. These are much later evolutions compared to the rest of the Pokemon in Pokemon Legends: Z-A, so you may have to do some XP farming to catch Dratini up to the rest of your team.
Dragonite is one of the strongest Pokemon in Pokemon Legends: Z-A, so your training efforts won't be wasted on Dratini. Pokemon Legends: Z-A also marks the debut of Mega Dragonite, so catching a Dratini will result in one more Mega Pokemon for your team.
